USAALS Department of Training Plans and Evaluation (DTPE)

DTPE is organized into a headquarters and four subordinate divisions. DTPE develops individual aviation maintenance training concepts and strategies; plans and coordinates the development of all resident and nonresident training products; coordinates the aviation maintenance doctrinal and training literature program for USAALS; provides quality assurance and evaluation support for all resident aviation maintenance training conducted at USAALS; coordinates and executes the USAALS Master Evaluation Plan; conducts internal and interservice training evaluations; collects and analyzed evaluation results; develops and analyzes survey questionnaires and results; and recommends accreditation of aviation maintenance courses under the Total Army School System (TASS).

Enlisted Training Division (ETD):

  • Analyzes individual aviation maintenance training requirements in coordination with the training departments;
  • Develops individual aviation maintenance training concepts and strategies;
  • Coordinates with the training departments on the design and development of all resident and nonresident aviation maintenance training programs;
  • Serves as the activity POC for the Occupational Analysis Requirements and Structure Program and other training related data collection programs for aviation maintenance;
  • Provides quality assurance and evaluation support for all resident aviation maintenance training conducted at the USAALS;
  • Coordinates and executes the USAALS master evaluation plan;
  • Evaluates the effectiveness of programs of instruction for which the activity has proponency;
  • Ensures that course content reflects training analysis, design, and development decisions made in the activity's application of the systems approach to training (SAT);
  • Evaluates classroom instruction for aviation maintenance training conducted at USAALS to ensure that--
    • Instructor is competent in the subject matter;
    • Student learning is at the level of stated learning standards;
    • A student critique system is in place; and
    • Safety standards are maintained at instructional sites
  • Develops and administers evaluation instruments including checklists, surveys/questionnaires, and interviews and analyzes the results to provide feedback to the Commander and training departments;
  • Performs evaluations to determine the USAALS Instructors of the Quarter and Instructor of the Year; and
  • Evaluates, assesses and recommends accreditation of aviation maintenance training conducted under the TASS.

Training Technology Division:

  • Coordinates school review of doctrine and training materials prepared by other schools and training activities;
  • Analyzes individual aviation maintenance training requirements for warrant officer training in coordination with the training departments
  • Develops individual aviation maintenance training concepts and strategies;
  • Coordinates with the training departments on the design and development of all resident and nonresident aviation maintenance training programs;
  • Evaluates commercially developed basic skills training programs for use in the activity and/or aviation maintenance units;
  • Coordinates DA Audiovisual Productions Program (DAAPP) for USAALS;
  • Coordinates USAALS joint optical information network (JOIN) program;
  • In coordination with training departments, evaluates the effective implementation of new training technologies, methodologies, and products such as computers, interactive courseware, maintenance trainers, etc., for aviation maintenance training programs conducted at USAALS.
      Multimedia Training Development Cell (MMTDC):
    • Develop the multimedia training development vision for the school to guide all future multimedia training development requirements;
    • Identify standard hardware and software requirements for developing this training and establish a standard requirement for classroom XXI within the school. Recommend procurement priorities;
    • Identify all multimedia training requirements and to recommend priorities for the development of these training products;
    • Develop multimedia training products in support of Army Training XXI.

New Systems Training Division (NSTD):

  • Coordinates all phases of training development during the life-cycle management of new aviation systems and support equipment;
  • Prepares System Training Plans (STRAP) for aviation maintenance requirements;
  • Coordinates the review of contractor developed training materials to include: Programs of Instruction (POI), Lesson Plans, Interactive Multimedia Instruction (IMI), Devices, and Training Support Packages (TSP);
  • Coordinates verification of technical manuals.

Aviation Logistics Planning Division:

  • Serve as the assistant Commandant's principal staff element for aviation logistics; assist with the overall planning and execution of aviation logistics initiatives and programs;
  • Maintain a close liaison with DCD-USAAVNC and DCD CASCOM to ensure aviation logistics issues are addressed in the requirements and force development process;
  • Conduct reviews of applicable DTLOMS to develop approaches, concepts, and theories for Army Aviation Logistics integration with CASCOM, USAAVNC, PEO-AVN, AATD, and DA Staff Elements.
