Special Troops Battalion - 3d Corps Support Command
During the winter of 1995, the Special Troops Battalion (STB), 3d Corps Support Command (COSCOM), Wiesbaden, Germany, was given a once-in-a-lifetime opportunity to test its mission-essential task list and doctrinal training in a real-world contingency-Operation Joint Endeavor. The unit deployed on 5 December to Kaposvar, Hungary, and participated in the establishment and sustainment of an intermediate staging base (ISB).
The doctrinal mission of the STB is to deploy on order and provide life support commodities to a COSCOM and the rear elements of a corps staff that have a combined population of 800 soldiers. The mission during Operation Joint Endeavor was to provide life support for 3,000 soldiers, known as "sustainers," who were permanent-party residents of the ISB. This meant that the STB would serve as the contract, real estate, and overall installation administrators for the independent ISB communities called "Kaposvar North and South."
During the deployment, the deployed portion of the STB, 3rd COSCOM, was redesignated for the mission as STB, 21st TAACOM (FWD). It was responsible for Kaposvar North and South.
