General Support Center - Europe
The headquarters of the Theater Logistics Support Center - Europe (TLSC-E) is located in Kaiserslautern with activities all over Germany, and beyond. More than 2,000 employees of all trades are employed with the Theater Logistics Support Center - Europe. This multi-national workforce comprised of Local Nationals, Department of the Army Civilians operated as a team of flexible logistics professionals in a progressive and business oriented manner to support their customers.
Prior to 2006, the Theater Logistics Support Center - Europe was known as the General Support Center - Europe (GSC-E). That organization had 2,000 soldiers and civilians and was the only echelon above corps general support supply and maintenance organization in the theater with unique multifunctional logistics capabilities ready to perform any mission which may be assigned.
The GSC-E was responsible for the operation of the theater logistics sustainment base. It provided supply, maintenance and distribution services to US Army units in the US European Command (EUCOM) area of Responsibility; executed a General Support Maintenance Program for components and end items; received, stored, and redistributed materiel of supply classes I, II, III (P), IV, VII and IX; received, stored, maintained and issued theater project, decrement and BASOPS stocks; maintained theater commercial vehicular and non-vehicular BASOPS equipment; executed the Theater Army Oil Analysis and Materiel Testing program; operated the Logistics Contract Management Office; performed non-deployable logistics services as directed by higher headquarters; performed direct-support Supply Support for organic units and assigned customers; and performed direct-support backup maintenance services.
On 15 July 1998, the General Support Center-Europe was established and it was the first time a Local National assumed responsibility of a brigade size organization (at least 1,500 soldiers/employees).
In 2000, the GSC-E was the first organization within the US Army that attained ISO certification as an entire organization. The GSC-E had totally and successfully adopted the international ISO 9002 Quality Standards System as a foundation for a comprehensive quality management program. This permited all GSC-E activities to both offer and guarantee workmanship of the highest possible quality. The competency of GSCE personnel was verified by a steady customer satisfaction rate above 99 percent. Preparations were under way at that time for the adoption of the international ISO 14001, Environmental Management Standards.
In 2003, the Headquarters, Kaiserslautern Industrial Center cased the colors, and the Supply Activity Kaiserslautern, the Maintenance Activity Kaiserslautern, as well as the Maintenance Activity Pirmasens were realigned to the GSC-E. In 2006, the GSC-E Headquarters moved from the grounds of the Kaiserslautern Army Depot to Daenner Kaserne. Part of the Mannheim Laboratory Center's mission (Army Oil Analysis Program) was transferred to the Army Material Command. The Material Testing Laboratory remained with GSC-E. In conjunction with the Army transformation, GSC-E became the Theater Logistics Support Center - Europe in 2006.
In 2007, the 6966th Transportation Truck Terminal became part of TLSC-E. This was followed by Reserve Storage Activity Miesau, subsequently called Ammunition Center - Europe and the Supply Activity Kaiserslautern was renamed to Supply Activity - Europe.
