28th Personnel Services Battalion
The 28th Personnel Services Battalion manages combat-essential personnel information and provides direct military personnel support to strength managers and commanders. The battalion headquarters provides command and control for assigned and attached units.
The state mission of the 28th PSB is to provide direct support to the Military Personnel Office. The battalion also provides personnel support for the maintenance of personnel records for all PAARNG personnel.
From February 6, 1997 to October 5, 1997 members of the 28th Personnel Services Battalion, Fort Indiantown Gap and the 28th Finance Company, Lebanon, Pa., completed a 270-day mobilization in Brosnia, Croatia and Germany in support of Operation Joint Guard, the NATO peacekeeping operation in the Bosnia region. Detachments included in the mobilization were Det 1, 28th Personnel Services Battalion; Det 1, 281st Personnel Detachment; and Det 1, 828th Finance Detachment. Assigned to 1st PERSCOM Command, Finance Command and the National Joint Task Force in Germany, detached personnel also served in Bosnia and Hungary. For their outstanding support in Operation Joint Guard, members of the Headquarters, 28th Personnel Services Detachment and 281st Personnel Services Detachment received the Governor's Unit Citation at Fort Indiantown Gap's Aviation Brigade armory on January 23, 1999.
Dark blue and scarlet are the colors traditionally associated with Personnel Services units. Red is symbolic of vitality and zeal; Gold signifies high ideals, achievement and excellence. The two arrowheads allude to service during World War II and commemorate the unit's two operations. The swords reflect the unit's motto, "As Mighty As the Sword," and are crossed to denote strength and support. The fleur-de-lis represents the unit's service in France during World War I.
- Organized Sept. 7, 1916 in the Pennsylvania National Guard while in Federal service at El Paso, Texas as the Machine Gun Company, 4th Infantry Regiment; mustered out of Federal service Jan. 17, 1917, Lancaster, Pa.
- Mustered into Federal service July 20, 1917, Lancaster, Pa.; drafted into Federal service August 5, 1917.
- Reorganized and redesigned Oct. 11, 1917, as Company A, 109th Machine Gun Battalion, an element of the 28th Division.
- Demobilized May 4, 1919 at Camp Dix, New Jersey.
- Reorganized and Federally recognized August 7, 1920 in the Pennsylvania National Guard at Lancaster as Company A, 2nd Battalion of Infantry
- Converted and redesignated May 1, 1922 as Battery E, 213th Artillery (Antiaircraft)
- Redesignated August 1, 1924 as Battery E, 213th Coast Artillery
- Inducted into Federal service Sept. 16, 1940 at Lancaster, Pa.
- Reorganized and redesignated March 14, 1944 as Battery A, 899th Antiaircraft Artillery Automatic Weapons Battalion
- Inactivated Feb.13, 1945 in France
- Expanded, reorganized and Federally recognized May 2 and Dec. 17, 1947 at Lancaster, Pa., as Batteries A and B, 899th Antiaircraft Artillery Automatic Weapons Battalion (Battery B - hereafter separate lineage)
- Battery A, 899th Antiaircraft Artillery Automatic Weapons Battalion, ordered into active Federal service Sept. 5, 1950, Lancaster, Pa.
- Redesignated April 1, 1953 as Battery A, 899th Antiaircraft Artillery Battalion

- Consolidated Feb. 17, 1968 with the 5th Detachment, 213th Artillery (organized and Federally recognized April 1, 1963 at Hershey) and consolidated unit converted and redesignated as the 129th Signal Detachment
- Converted and redesignated Dec. 1, 1971 as the 129th Data Processing Company
- Consolidated April 1, 1975 with the 28th Adjutant General Company (see Annex) and consolidated unit designated as the 28th Adjutant General Company, an element of the 28th Infantry Division, Harrisburg, Pa.
- Located changed Feb. 1, 1992 to Fort Indiantown Gap, Pa.
- Relieved Oct. 1, 1993 from assignment to the 28th Infantry Division; concurrently expanded, reorganized and redesignated as the 28th Personnel Services Battalion and the 281st, 282nd and 283rd Personnel Detachments (281st, 282nd and 283rd Personnel Detachments - hereafter separate lineages)
