267th Quartermaster Company (Petroleum Operating)
The mission of the 267th Quartermaster Company (Petroleum Operating) is to design, construct, and operate up to ninety miles of high pressure petroleum pipeline in conjunction with a tactical petroleum terminal to receive, issue and store bulk petroleum products in a wartime environment.
The unit is one of only three units within the U.S. Army which can fulfill this mission. The other two units are the 109th Quartermaster Company, located at Fort Lee, VA, and the 19th Quartermaster at Fort Story, Virginia Beach, VA.
The 267th Quartermaster Company was constituted on 20 April 1943 as the 267th Quartermaster Bakery Company (Mobile) in the Regular Army. The unit was activated 8 May 1943 in Oran, Algeria. The unit was inactivated 16 June 1946 in Leghorn, Italy.
The 267th Quartermaster Company was reorganized and redesignated as the 267th Quartermaster Company (Petroleum Operating). The unit was activated on 11 August 1967 at Fort Lee, VA.
The Company was deployed to Operation Desert Shield 14 October 1990. The 267th Quartermaster Company provided fuel support by receiving the VII Corps through the Port of Al Jubail into the theater of operations. Subsequently, the unit constructed and operated a Tactical Petroleum Terminal providing fuel for the First Marine Expeditionary Force for the ground and air assault and expedient liberation of Kuwait. Additionally, the unit designed, constructed and operated the Inland Petroleum Distribution System which transported the fuel from a host refinery to the Tactical Petroleum Terminal. The Unit employed and used the downstream distribution system and transfer hoseline assembly to redeploy the Marine Corps forces out of the Al Jubail Air Base. Prior to the unit redeploying, the 267th operated a Tactical Petroleum Terminal King Klahid Military City providing fuel support to the 11th and 3rd Armored Calvary Regiments and humanitarian relief support for Kuwait City. The company redeployed to Fort Lee on 4 July 1991.
In January 1996, the unit deployed eleven soldiers to Sagami Hari Depot, Japan, to participate in the initial phase of the Inland Petroleum Distribution System (IPDS). The soldiers learned about Care of Supply in Storage (COSIS) and assisted in the packing of the IPDS equipment into the ISO containers. They learned the proper method for marking the IPDS containers for a wartime contingency.
In February 1996 the 267th Quartermaster Company deployed to Fort Picket to conduct platoon and squad tactic maneuvers. The solders also fine tuned their survivability and combat readiness skills. Four NCO's deployed to OPDS/BTU Naval Training School in San Diego, CA. Also in March 1996 30 personnel deployed to Fort Story, Virginia to conduct bag protocol in preparation for Exercise Market Square. The 267th Quartermaster Company also participated in the train-up phase for operation Joint Logistics Over the Shore (JLOTS) Exercise. The five day exercise was conducted at Fort Pickett, VA, utilizing the Forscom Petroleum Training Module (FPTM).
During April thru May 1996 the 267th Quartermaster Company deployed to Fort Story, Virginia to participated in Joint Logistics Over The Shore exercise Market Square. The Pipeline Platoon, along with engineer support, constructed over seven miles of pipeline and emplace 2 pump stations. Terminal Platoon setup a base terminal consisting of four 210,000 gallon fuel bags and two 50,000 gallon fuel bags for a contamination module. They also constructed a head terminal with two 210,000 fuel bags. Due to the unit being greatly understrength, it was a total company effort to get 2.1 million gallons of product downloaded off the USS Washington and pumped to the end of line.
During July and August 1996 the company deployed to Fort Pickett, VA, from 18 July to 2 August 1996 and underwent an External Evaluation from 30 July to 1 August 1996. Using the FORSCOM Petroleum Training Module the company underwent an intense three day training exercise. This combined the technical and tactical aspects of the company's mission. Again, the 267th Quartermaster Company received a "trained" rating in all petroleum areas and no ratings of "untrained" in any other area.
Two soldiers deployed to Bosnia in July 1996 in support of Operation Joint Endeavor. The soldiers deployed for six months as replacements for other soldiers already deployed to Bosnia.
In October 1996 the unit participated in a two week Group Field Training Exercise. Company defense operations and tactical lane training was conducted by the 267th Quartermaster Company and supervised by the 5th Special Forces Group. Also the unit distinguished themselves with the ability to run a Group consolidated range for the M16A2.
Twenty soldiers deployed to Sierra Army Depot, CA, to work on Care of Supply in Storage (COSIS) staging area. While deployed for two weeks, soldiers safely unpacked, layed out, prepared and repacked ninety-six, 210,000 gallon fuel bags into ISO containers.
The 267th Quartermaster Company conducted numerous hot and cold refuel missions in support of the Airborne and Field Services Department safely without error. The hot and cold refuel missions afforded the soldiers the opportunity to train in Aviation Refueling using the FARE System.
