Bush: House Version of Terrorist Surveillance Bill Would Undermine Security

President Bush says a terrorist surveillance bill now being considered in the U.S. House of Representatives is dangerous to national security, and he would veto it.

At the White House Thursday, Mr. Bush said the House bill has serious flaws. He said it would reopen dangerous intelligence gaps and would not provide retroactive immunity to companies that helped the government in surveillance after the September 11, 2001 attacks.

Mr. Bush called on lawmakers to pass the Senate version of the surveillance bill, which includes a measure for retroactive immunity. He said the House version of the bill would undermine national security and extend to foreign terrorists the same protections enjoyed by Americans.

The surveillance program that expired earlier this year allowed the warrantless monitoring of telephone and e-mail communications involving individuals in the United States and suspected terrorists abroad.
