The State Research Institute of Organic Chemistry and Technology (GosNIIOKhT), a secure installation in Moscow, is one of the oldest and largest applied research institutes in Russia. GosNIIOKhT [also presented as GSNIIOCT or GSNIIOChT] is the Moscow institute which is responsible for the development of chemical warfare agents. Other entities involved include Giprosintez and State Design Institute 31. According to official sources in 1994 several hundred kilograms of dichloranhydride methyl phosphonic acid were supposedly stolen from GosNIIOKhT and sent to Syria.
From 1986 to 1992, Vil Mirzayanov headed the Institute's Department of Counteraction to Foreign and Technical Investigations, with responsibilities for CW countermeasures.
