Weapons of Mass Destruction (WMD)

Hyderabad

Hyderabad, a city of over 4 million people in Andhra Pradesh state, is the center of the Indian long range missile program. The fifth largest metropolis of India, Hyderabad is centrally sited in India, about 700 km from Bombay or Madras and about 1600 km from Delhi. The twin cities of Hyderabad and Secunderabad are for all purposes considered one. The 400 year old city of Hyderabad is the older of the two, while Secunderabad was founded about 200 years ago as one of the largest British Cantonments in India.

Many industries, educational institutions, defence establishments and important research and training centers are located in Hyderabad, including the Indian Institute of Chemical Technology (IICT), Defence Research and Development Laboratory (DRDL), and Defence Metallurgical Research Lab (DMRL). Andhra Pradesh is home to a skilled and dedicated workforce. According to a study conducted by NASSCOM (National Association of Service and Software Companies), 23% of India's software professionals are from Andhra Pradesh. According to another survey, software engineering talent in Andhra Pradesh accounts for more than 50% of the Indian software engineers in the US and Europe. With a population of 66.5 million, according to the 1991 census, Andhra Pradesh is the fifth most populous State in India.

Defence-related computer-science work takes place in a number of labs around the country, many located in Bangalore and Hyderabad, both in Southern India. Bangalore, in the southern Karnataka state, is called India's Silicon Valley. It was the first city to attract international attention as a booming software center in the developing world. Both cities are now in a race to be called the center of India's cyber industry. In recent years Hyderabad has begun competing with Bangalore to attract top information technology companies. Global IT giants such as Microsoft, Oracle, Motorola, and Intergraph have set up significant parts of their businesses in Hyderabad. The city was chosen by Bill Gates to set up Microsoft's' software development center, the second such center outside the US after Tel Aviv. Software exports are the mainstay of the Indian computer software industry. The students from India's top science and technology educational institutions are highly sought after by corporations and universities in the US. Andhra Pradesh sends more H1b temporary worker visas applicants to the US Consulate General than any other state in south India, perhaps 30 to 40 percent of all the Consulate's applicants.

President Clinton's visit to India (20-25 March 2000) included a stop in Hyderabad. The American president was initially expected to stop over at one of the two high-technology cities in southern India - either Hyderabad or Bangalore, with both cities competing to be included in the President's itinerary. American officials said President Clinton wanted to see the best of India's cyber cities. In early 2000 an advance team of American officials preparing his trip visited Hyderabad, which is headed by Chief Minsiter Chandrababu Naidu - a techno-savvy politician who has won praise for his efforts to modernize his poor state, and promote an open investment climate. Bangalore is not giving up its claims easily for a Presidential stop-over. The Karnataka state government points out this is the better-known and more-established cyber center.

Planned as one of the largest Information Technology parks of its kind in Asia, HITEC CITY will offer comprehensive facilities to the industry. The project is being developed on 158 acres of prime land at Madhapur Village, Serlilingampally Mandal, Ranga Reddy District, 15 kms from the center of Hyderabad city, with an outlay of Rs. 1500 crores to create a built-up area of six million sq.ft.

Air Force Station Dundigal, located north of Hyderabad, is the site of the Air Force Academy. Hakimpet Air Force Station, also located north of Hyderabad, is the location of the Helicopter Training School. No combat aircraft are stationed at these training facilities.

The Hyderabad airport is small and is almost in the middle of the city. Expansion work of the Hyderabad airport was undertaken in 1994 at an investment of USD 6.97 million (Rs. 230 million). A total expenditure of USD 2.6 million (Rs. 68 million) has been incurred by March 1995. Both airport surveillance radar and monopulse secondary surveillance radar valued at USD 7.67 million (Rs. 253 million) were installed in 1998.

A new airport is being planned south of the city at Shamshabad. The Government of Andhra Pradesh has finalised 5,000 acres of land at Shamsabad in Ranga Reddy District. The Shamsabad location of the proposed airport is situated 21 kms South of Hyderabad City in Shamsabad Mandal at Latitude 17°15' North and Longitude 78°25' East. The approach to the airport is through Hyderabad - Bangalore Highway [NH.7] passing on the Western side of the proposed site.

Releasing the enormous capital value of the land resource at the current Begumpet Airport site consequent of establishment of a new international airport at Shamsabad to the tune of Rs. 4,800 crores which would place a heavy pool of investible resources under the ownership and control of Aviation/Airport Authority of India [AAI]. This can go a long way in financing the ambitious development plan of AAI over the next five to ten years.
