CASIC‘s Second Academy is also known as the Surface-to-Air Missile (SAM) Academy; China Changfeng Group (CCFG); China Changfeng Company (CCC); China Changfeng (CCF); China Chang Feng Mechano-Electronic Engineering Company.
The Second Academy was founded in 1957 with headquarters located on Yongding Road, in the western suburbs of Beijing. It is responsible for design of aerospace vehicles and large-scale system engineering. Initially its primary responsibility was the development of surface-to-air anti-aircraft missile systems, though more recent activities have included submarine-launched missiles. Space-related activities include tracking instrumentation, ground equipment and test facilities, with expertise in optical, mechanical, electronic and acoustic technologies. Civil products include numerically-controlled machine tools, industrial process automatic control systems, medical instruments and pharmaceutical devices, radar telecommunications and satellite application equipment.
China Chang Feng Science and Technology Industry Group (CCF) is a corporation attributed to the Second Academy of China Aerospace Corporation. With 70 member companies in 14 provinces, municipalities and autonomous regions, it has 7000 employees. CCF integrates technology, manufacturing and trade in the fields of aerospace, aeronautics, ordnance, machine-building and electronics. Beijing Chang Feng Industry Corp. (BCF) was established in 1984 as the business arm of CCF for contracting outside of China. The BCF subsidiary has been involved in over hundred projects, including computer networks and receiving systems. This engineering corporation has expertise in computer network system, telecommunication projects, and other automation systems.
It is the principal industrial group responsible for kinetic kill counterspace systems, and is China‘s largest producer of air defense missile systems. Established in 1961 [some sources report 1957], and with a growing emphasis on integrated air and space defense, it consists of a design department, 10 specialized research institutes, a simulation center, three factories, and nine independent commercial enterprises. As of 2004 it was reported to have a staff of 7,000.
The August 1993 missile proliferation sanctions were imposed on the PRC Ministry of Aerospace Industry, including China Precision Machinery Import-Export Corporation (CPMIEC), and the Pakistani Ministry of Defense. The sanctions also applied to the divisions, subunits, and any successor organizations to these entities, including China Chang Feng Group (a/k/a China Changfeng Company). On November 1, 1994, President Clinton lifted the sanctions after the PRC issued a statement agreeing not to export ground-to-ground missiles inherently capable of delivering at least a 500-kilogram payload with a range of at least 300 kilometers.
With the PLA Air Force serving as a core customer, the Second Academy‘s most prominent defense products include the Hongqi-series of surface to air missile systems, including the missile, radar, and associated ground equipment. The Second Academy also likely designed, developed, and produced the space intercept systems that were tested in January 2007 and January 2010. Zhang Yiqun, assigned to the CASIC Second Academy Second Design Department, is a possible subsystem designer for the anti-satellite missile defense KKV.
Both the PLAAF and Second Artillery appear to make arguments in favor of organizational control over space-related policy, budget, and peace-time operational control. Senior prominent space and missile industry authorities associated with the China Aerospace Science and Industry Corporation (CASIC) Second Academy appear to advocate on behalf of the PLAAF, arguing that aerospace assets should be concentrated under a single military service, and that a space force should be built upon the foundation of an air force, similar to the United States, Russia, and others. In addition, the battlespace for air defense operations should be extended beyond the atmosphere and into space and over sea, yet integrated under a single air defense command organization.
ZTE Corporation has formed cooperation with the CASIC Second Academy in the smart city field.
