A. PURPOSE
This Directive establishes policy and assigns responsibilities under
references (a) and (b) for the finding, management, development,
architectural design, acquisition, configuration control, operation,
maintenance, evaluation and improvement of communications systems
supporting the Secretary of Defense.
B. APPLICABILITY
This Directive applies to the Office of the Secretary of Defense, the
Military Departments, the Chairman of the Joint Chiefs of Staff, the
Unified Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, and the DoD Field Activities
(hereafter referred to collectively as "the DoD Components").
Specifically supported by this Directive are the Secretary of Defense and
Deputy Secretary of Defense. Hereafter, wherever reference is made to the
Secretary of Defense, the statement also applies equally to the Deputy
Secretary of Defense.
C. DEFINITIONS
1. Communications Assets. Personnel, procedures, systems and platforms
include, but are not limited to: all DoD fixed and rotary wing aircraft
when designated for Secretary of Defense support, the Secretary of Defense
and/or Chairman of the Joint Chiefs of Staff Executive Travel
Communications Center, Ground Entry Points (when used in conjunction with
support to the Secretary of Defense), fixed location sites (e.g., office,
quarters, trip quarters and trip sites, etc.), ground vehicles and mobile
personal communications (e.g., Military Satellite Communications
(MILSATCOM), cellular, Secure Telephone Unit III (STU III), International
Maritime Satellite (INMARSAT), etc.). Also included are those
communications assets required to interface the Secretary of Defense with
the Chairman of the Joint Chiefs of Staff, the Unified Combatant
Commanders, designated senior Government leaders (e.g., Secretary of
State, National Security Advisor, senior White House and DoD staffs etc.)
and common user DoD communications networks.
2. Senior Leadership Travel Communications System (SLTCS). It provides
travel communications for selected senior DoD and other Government
officials. Communications assets supporting Secretary of Defense
requirements represent a subset of this system.
D. POLICY
It is DoD policy that:
1. Communications in support of the Secretary of Defense shall satisfy
essential requirements specified in references (b)through (j), and as
defined in enclosure 2.
2. Continuous improvement in communications capabilities must be achieved
through pursuit and application of commercially available or
Government-owned, state-of-the-art technology that allows upgrades easily
and efficiently. The objective of future communications enhancements
will be to afford the capabilities interfaced through both military and
commercial communications systems as defined in enclosure 2.
E. RESPONSIBILITIES
1. The Assistant Secretary of Defense for Command, Control,
Communications and Intelligence shall:
a. Provide policy, guidance, and oversight of supporting communications
consistent with applicable Directives and may issue guidance related to
implementation of this Directive.
b. Establish an Executive Management Board of applicable DoD Components
to review and evaluate DoD requirements, plans, programs and budget
submissions for adherence to established policies, priorities, procedures,
standards and resource guidance annually to ensure:
(1) Supporting communications satisfy requirements as specified in
subsection D.1., above.
(2) Adequate resources are provided for the effective operations,
maintenance and procurement of state-of-the-art capabilities for Secretary
of Defense communications support.
(3) Communications systems are continuously updated to provide reliable,
secure and non-secure voice, data, facsimile and video conferencing
capability between the President, Secretary of Defense, Chairman of the
Joint Chiefs of Staff, the National Military Command System (NMCS),
Unified Combatant Commanders, and other senior Government leaders as
appropriate.
c. Assign the Director, Defense Information Systems Agency (DISA), to:
(1) Ensure that communications supporting the Secretary of Defense are
interoperable with the communications of the President, Chairman of the
Joint Chiefs of Staff, NMCS, Unified Combatant Commanders and other senior
government leaders as appropriate. Provide input to SLTCS communications
planning and development of operational guidance and policy, monitor SLTCS
network operational performance, identify system deficiencies and
recommend corrective actions based on problem and performance trends.
(2) Serve as the SLTCS engineer. As such the Director, DISA, shall:
(a) Provide for end-to-end system engineering of DoD common user and
commercial systems supporting Secretary of Defense and Chairman of the
Joint Chiefs of Staff communications and the engineering interface of
these communications with the White House Communications Agency and
elements of the NMCS and the Command Centers of the Unified Combatant
Commanders.
(b) Define a baseline communication system description and architecture
for future enhancements. Provide appropriate terminal equipment
recommendations based on that architecture to the Executive Management
Board.
(c) Define and coordinate, as necessary, for the implementation of a
continuing test and evaluation program for identification and correction
of unresolved communication system deficiencies.
(3) Serve as SLTCS manager for supporting communications. As such, the
Director, DISA, shall:
(a) Coordinate activities of all DoD Components for SLTCS engineering and
network management of Secretary of Defense Communications.
(b) Serve as the focal point for SLTCS communications transport systems
and the overall supporting SLTCS architecture.
2. The Secretary of the Air Force shall:
a. Be responsible for aircraft acquisition, funding, systems engineering,
integration and configuration management for the executive fleet airborne
communications.
b. Operate and maintain the communications systems and networks
associated with the executive aircraft fleet, Mystic Star Net and its
ground stations, National Military Command Center (consistent with this
Directive and DoD Directive 5-5100.44 (reference)), Crisis Coordination
Center, Secretary of Defense and/or Chairman of the Joint Chiefs of Staff
Executive Travel Communications Center and the Executive Travel
Communications support.
c. Provide sufficient numbers of trained and qualified personnel to
operate and maintain the Secretary of Defense and/or Chairman of the Joint
Chiefs of Staff Executive Travel Communications Center and to accompany,
on an as-required basis, the Senior Communications Official in the
Immediate Office of the Secretary of Defense when traveling with the
Secretary of Defense.
d. Coordinate all matters involving end-to-end system architecture,
system configuration control, future communications requirements
development, communications planning; and conduct a continuing test and
evaluation program with the Executive Management Board.
e. In coordination with the DISA, the Senior Communications Official in
the Immediate Office of the Secretary of Defense, and the Chairman of the
Joint Chiefs of Staff Communications Advisor, identify existing
communications deficiencies and present program solutions for updating and
integrating communications systems to the Executive Management Board.
3. The Heads of the DoD Components shall comply with established policies
for developing, funding and fielding new systems or upgrades that impact
Secretary of Defense or Chairman of the Joint Chiefs of Staff supporting
communications, to include requirements specified in enclosure 2.
4. The Chairman of the Joint Chiefs of Staff shall:
a. Operate, for the Secretary of Defense, the NMCS to meet the needs of
the President and establish operational policies and procedures for all
components of the NMCS and ensure their implementation.
b. Develop and validate requirements for the NMCS; make recommendations
on the design, development, and procurement of systems; and prepare, with
appropriate organizational assistance, appropriate planning, programming
and budgeting documents for the NMCS in support of Secretary of Defense
communications.
c. Provide direction for operation of MILSATCOM assets in support of
Secretary of Defense communications, to include frequency and channel
allocation, assignment of access priorities and adjudication of
conflicting MILSATCOM requirements.
5. The Commanders of the Unified Combatant Commands shall:
a. Provide travel communications support, as appropriate, to the
Secretary of Defense.
b. Ensure Commander in Chief communications are interoperable, and comply
with the overall SLTCS architecture.
6. The Director. National Security Agency shall ensure the security of
the Secretary of Defense communications in accordance with DoD Directive
C-5200.5 and DoD Directive 5200.28 (references (h)and (i)).
7. The Senior Communications Official. Immediate Office of the Secretary
of Defense, shall:
a. Serve as the primary communications focal point and principal liaison
between the Secretary of Defense and all agencies providing supporting
communications to the Secretary of Defense.
b. Coordinate and fully disseminate communications planning in support
of the Secretary of Defense.
c. In coordination with the Executive Management Board, define
requirements for updating Secretary of Defense communications
capabilities, ensuring those requirements are submitted to the agency, and
integrating communications enhancements.
d. In coordination with the Executive Management Board, develop
operational procedures for Secretary of Defense communications.
e. Ensure adequate procedures are in place for monitoring status of
Secretary of Defense communications and the rapid identification and
resolution of Secretary of Defense communications problems when they
occur.
f. Identify, in conjunction with the DoD Components, any training,
procedural, or operational deficiencies associated with supporting
Secretary of Defense communications and develop recommendations for their
immediate resolution.
F. EFFECTIVE DATE
This Directive is effective immediately.
