(O'Brien named Principal Deputy Director of policy planning) (460) Washington -- Secretary of State Albright has names Mort Halperin to be Director of the State Department Policy Planning Staff with James C. O'Brien as Principal Deputy Director of that staff. The Office of Policy Planning was created in 1947 by George Kennan at the behest of Secretary of State George Marshall. The Policy Planning Staff serves as a source of independent policy analysis and advice for the Secretary of State. The Director of Policy Planning has rank equivalent to an Assistant Secretary and provides advice directly to the Secretary and other department principals. RUBIN, SPOKESMAN SECRETARY ALBRIGHT NAMES HALPERIN DIRECTOR , O'BRIEN PRINCIPAL DEPUTY DIRECTOR, POLICY PLANNING STAFF Secretary Albright has named Morton H. Halperin Director, Policy Planning Staff at the U.S. Department of State and James C. O'Brien as Principal Deputy Director. Most recently, Halperin has served as the Senior Vice President of The Century Foundation, formerly known as the Twentieth Century Fund, and directed its Washington office. O'Brien is a senior adviser to Secretary Albright. Prior to joining The Century Foundation, Dr. Halperin served as Special Assistant to President Clinton and Senior Director for Democracy at the National Security Council. In 1993, he was a consultant at the Defense Department, advising the Secretary and Under Secretary for Policy. Much earlier, Dr. Halperin served in both the Johnson and Nixon administrations. The author of more than a dozen books on international affairs, Dr. Halperin has taught at Harvard University and has been associated with a number of think tanks, including the Council on Foreign Relations, the Carnegie Endowment for International Peace and the Brookings Institution. Jim O'Brien has been at the Department of State since 1989 and has served on the staff of Secretary of State Madeleine K. Albright since 1994. Prior to this, Mr. O'Brien served as an attorney-adviser in the Office of the Legal Adviser in the areas of environmental, military and European affairs. A former adjunct professor at Georgetown University Law Center, Mr. O'Brien is a graduate of Yale Law School and clerked for Judge John Minor Wisdom of the U.S. Court of Appeals for the Fifth Circuit, New Orleans.
