TEXT: WHITE HOUSE CREATES NEW DOE NON-PROLIFERATION POSITION

Washington -- President Clinton announced his plan September 18 to
create the new position of assistant secretary for Non-Proliferation
and National Secretary at the Department of Energy.
Rose Eilene Gottemoeller, who is currently serving as the Energy
Department's Director of the Office on Nonproliferation and National
Security, is the nominee.
Following is the text of White House announcement:

The President today announced his intent to nominate Rose Eilene
Gottemoeller to serve as Assistant Secretary for Non-Proliferation and
National Security at the Department of Energy.
Ms. Rose Eilene Gottemoeller, of Falls Church, Virginia, is presently
serving as Director of the Office of Nonproliferation and National
Security at Department of Energy. From 1993 to 1994, Ms. Gottemoeller
was the Director for Russian, Ukrainian and Eurasian Affairs at the
National Security Council. From 1994 to 1997, she was Deputy Director
at the International Institute for Strategic Studies. From 1992 to
1993, Ms. Gottemoeller served as the Director of the Transition, Arms
Control and Disarmament Agency. From 1978 to 1992, she was a social
scientist at the RAND Corporation where her research focused on the
security policy of former Soviet states. Ms. Gottemoeller also served
as adjunct professorial lecturer at Georgetown University from 1989 to
1992.
Ms. Gottemoeller received a B.S. in Russian, cum laude, from
Georgetown University and an M.A. in Science, Technology and Public
Policy from George Washington University.
The Assistant Secretary for Non-Proliferation and National Security at
the Department of Energy is a new position. The Assistant Secretary
serves as the Secretary's principal advisor on matters of
nonproliferation and arms control, nonproliferation research and
development programs, emergency management policy, and the safeguards
and security at the Department of Energy.
