DESC: The Government intends to acquire from Dynmeridian, 6101 Stevenson Avenue, Alexandria, VA 22304, a follow-on support contract for technical assistance and support in preparing U.S. Army installations for visits under biological agreements, statements, and conventions and in the execution of Biological Arms Control Treaty Office (BACTO) responsibilities required by other biological weapons and arms control treaties, agreements, and related documents, on an Other Than Full and Open Competition basis. Justification: Only one (l) responsible source available for the required services will satisfy agency requirements. This requirement, previously provided under a Defense Nuclear Agency procurement, involves the provision of support to the BACTO in accomplishing site preparation, personnel training, visit protocols and methodologies, and staff assistance visits and simulated visits under the Trilateral Statement at U.S. Army organizations, facilities and installations. Additionally, the contractor will assist in developing a comprehensive compliance implementation program plan for both short term requirements and a strategic plan supporting U.S. Government, DoD and Army policies, based on the Biological Weapons Convention (BWC), as well as BWC Review Conference (REVCON) IV outcomes, and related or similar documents. The contractor will assist in providing research, analysis and database access of critical topics related to biological warfare, biological arms control, biotechnology developments related to arms control, and will provide assistance with studies to develop efficacious protocols to execute specific aspects of implementation requirements such as laboratory support for sampling analysis. Travel to biological arms control treaty offices and selected military locations may be required. Work may involve access to and generation of classified material up to and including U.S. and NATO SECRET. The project manager for this effort shall have in-depth experience in chemical and biological arms control agreement implementation with the support staff having extensive experience in treaty-related visits to installations and various agencies within the U.S. Government. Services to be provided will commence from the date of contract and shall be completed within 12 months. Any offeror purporting to be able to furnish the required services in accordance with the conditions stated herein must submit a written response demonstrating such capability. No telephone requests.
