"An unexpected gift to the Americans is certainly the decision of Yeltsin to lift most of Russia's objections to the US plans to deploy an "effective nonstrategic AMB system." The matryoshka that gives legal shape to this concession confirms the fundamental importance of the ABM Treaty and prohibits "getting around it," but does not object to the 6 ABM systems currently being developed in the United States. So that in the light of this concession the Duma may again balk at the ratification of Start-2."

"The Republicans have allies among the Left majority in the State Duma. The ratification of the START-2 treaty by the Duma and, hence the talks on a START-3 treaty, another agreement reached by Yeltsin and Clinton, largely hinges on the matter of ABM. Any effort to undermine the ABM treaty would be clearly viewed by the Duma as a perfect pretext for refusing to ratify START-2."

"Pressure is growing in the US in favour of deploying territorial ABM systems to ensure at least a limited defense of its territory. Helsinki's ABM agreement is of a compromise character. It stipulates that there should be no strategic characteristics in tactical anti-missile defense.
The sides have been able to reach an agreement in this sphere for the first time in the past few years. The idea of a global early warning system is also being revived."

"Last week's deal in Helsinki clarified the status of more advanced theater-defense weapons that could, in theory, be used to defend the entire continent. The agreement allows the United States to proceed as planned with all its theater-defense programs. ...
Mr. Yeltsin had to stand up to his own hawks to accept the Helsinki deal. It is a deal that answers America's legitimate defensive needs while brightening the prospects for an important arms-reduction package. Congress should recognize these benefits and give its approval."
