Helsinki, 20 March 1997 (RFE/RL) In a throwback to the 1970's, when arms control was the hallmark of U.S.-Soviet relations, U.S. officials now hope to be able to announce successful resolution of disputes over nuclear disarmament. The United States will insist on Duma ratification, but is prepared to ease Russian concerns about one-sided or premature disarmament by extending one of the deadlines mandated by Start Two.
Republicans warn Clinton against arms concessions

Republican House leaders warned President Clinton Thursday against concessions to Russia on missile systems when he meets President Boris Yeltsin in Helsinki. A letter to the president signed by House Speaker Newt Gingrich, Majority Leader Dick Armey and other Republican leaders stated: "... news reports indicate that the administration may seek to conclude an agreement in Helsinki to limit American testing, performance, sensor system support and deployment of key theater missile defense systems ... Such limits would gravely compromise our ability to protect U.S. citizens, troops and allies from terrorist missile attacks.
U.S. offers Russia arms START-2 arms concession

The United States has offered to let Moscow delay by a few years beyond the current deadline of 2003 the destruction of missile silos under the START-2 treaty. Senior officials said they were looking at possibly amending START-2 -- already approved by the U.S. Senate.
Putting an amended START-2 before the Senate could be a gamble.
But it could be judged by arms control lawyers to be a technical change not requiring further action or it could be approved by a commission set up to adjudicate treaty disagreements.
Asia Eyes Japan's New Military Intelligence Unit

Even if Japan overcomes the legal and technological hurdles involved, says Akira Kato, a military affairs specialist at Tokyo's Obirin University, a spy satellite ``would seriously affect'' Japan's efforts to maintain smooth relations in East Asia.
U.S. senators to visit North Korea next week

WASHINGTON (Reuter) - Five U.S. senators will visit North Korea. The delegation will be headed by Alaska Republican Ted Stevens, chairman of the Senate Appropriations Committee. He will be accompanied by Hawaii Democrat Daniel Inouye and Republicans Pete Domenici of New Mexico, Thad Cochran of Mississippi and Pat Roberts of Kansas.
