TEXT: ALBRIGHT STATEMENT ON STATE DEPARTMENT REORGANIZATION

(Pledges to continue working closely with USIA, ACDA) (380)
Washington -- Secretary of State Albright, in a recent statement on
progress towards integrating the Arms Control and Disarmament Agency
(ACDA) and the U.S. Information Agency (USIA) into the State
Department, said that "while the Congress has not yet passed
authorizing legislation, there is broad bipartisan support for the
effort, and I am confident we will get Congressional approval for
reorganization."
She said the State Department "will continue to work with ACDA and
USIA to lay the groundwork for consolidation, and with AID to assure
close coordination between our development assistance and foreign
policy goals.
"We will also continue to focus on initiatives to streamline and
reinvent the Department. I have asked Under Secretaries Pickering and
Cohen, under the overall leadership of Deputy Secretary Talbott, to
work together on these initiatives," she said.
"I look forward to reviewing these issues with you in a town meeting
early in 1998."

I'm happy to announce that ACDA Director John Holum has now been
"double-hatted" as Acting Under Secretary of State for Arms Control
and International Security Affairs. This is an important step toward
implementation of the President's decision last April to integrate
ACDA and USIA into the Department and to strengthen ties between the
Department and USAID. The President's decision reflects the fact that
nonproliferation and arms control, public diplomacy and international
development belong at the heart of American foreign policy. While
Congress has not yet passed authorizing legislation, there is broad
bipartisan support for the effort, and I am confident we will get
Congressional approval for reorganization.
We will continue to work with ACDA and USIA to lay the groundwork for
consolidation, and with AID to assure close coordination between our
development assistance and foreign policy goals. We will also continue
to focus on initiatives to streamline and reinvent the Department. I
