Washington -- The Commerce Department announced tightened restrictions June
15 on the U.S. export of missile technology to the People's Republic of
China and North Korea, among other nations.
In a press release, the department said that exports to those countries are
now subject to special licensing requirements to help prevent U.S.
participation in foreign missile activities.
Joan M. McEntee, acting under secretary for export administration, said the
restrictions were drawn up in consultation with the Department of State and
other U.S. government agencies.
Projects involved in China are the M series missile, CSS-2, while in North
Korea the No Dong 1, SCUD development project is affected.
"This new step tightens our national export controls and is part of the
international effort to prevent the further spread of weapons of mass
destruction," McEntee said.
"Exporters need to take special care in doing business in certain regions
and countries to avoid participating in or contributing to missile-related
activities."
McEntee said the restrictions, which take effect on June 16, should not be
viewed as a sanction against the two countries.
The Commerce Department last year issued regulations which required an
individual validated license for the export of any type of item when a U.S.
person "knows" that a proposed export will be used for chemical and
biological weapons activities at certain destinations.
The new rules supplement last year's regulations by providing a list of
missile destinations to which the validated licensing requirements apply.
Also affected are Brazil, India, Iran, South Africa, Pakistan, Iraq,
Bahrain, Egypt, Israel, Jordan, Kuwait, Lebanon, Libya, Oman, Qatar, Saudi
Arabia, Syria, Yemen, and the United Arab Emirates.
