In Relation to the Conclusion of the Second Round of Presidential Elections in Ukraine

On November 21, in Ukraine, the second round of elections for President of the country took place. According to Ukrainian Central Election Commission data, Prime Minister Viktor Yanukovych won.

These elections were monitored by numerous observers from the Russian Federation, the Commonwealth of Independent States, and various organizations. They all agree that the elections, even though they passed in an acute struggle, are valid. They have demonstrated that Ukraine's citizens had a full possibility, and did use it for a free expression of their will on the basis of universal equal suffrage. The elections were held in accordance with the laws of Ukraine.

Despite the irregularities that took place, the elections are democratic, free, transparent and, of course, legitimate.

In this connection it arouses bewilderment and extreme concern, the reaction to the voting results from the radical opposition forces of Ukraine, their public demands not to recognize and to annul them. It has only to be deplored that these demands, aimed at destabilizing the situation, are not only being supported, but are also being heated up by the representatives of individual foreign states, including transatlantic, and international structures. Calls are being made for antidemocratic, illegal actions, for actions of disobedience.

The radicals in Ukraine and outside it must understand that whipping-up of tensions, and calls for actions of force may extremely heat the situation and lead to grave consequences.

All the political forces, primarily the opposition forces, should exercise restraint, statesmanship and responsibility to their people, should recognize its will expressed in the course of the elections and should immediately cease anticonstitutional calls and actions.
