SUBJECT: ALERT REPORT: UKRAINE: CHORNOBYL SHELTER IMPLEMENTATION
PROJECT - PROCUREMENT OPPORTUNITIES FOR U.S. POWER COMPANIES.
1.  SUMMARY: Post is reporting on the Call for Interest as
published by the European Bank for Reconstruction and
Development (EBRD) for the Chornobyl Shelter Implementation
Plan. The project/plan is an EBRD funded project.  The total
estimated cost of the procurement for this project will amount
to 40 million US dollars equivalent.  The source of this
information is Gene Harris, Senior Commercial Officer for the
EBRD/United Kingdom.  Tenders are expected to be received by the
end of the second quarter - into the third quarter of 1999.
Tender announcement information for the open tenders will be
published locally in  Uriadovy Kurier  and  Holos Ukrainy
newspapers, and internationally in the EBRD Procurement
Opportunities Supplement. The Project Managing Unit will conduct
the tendering process.  All contact information is provided at
the end of this cable.
2.  EBRD announced the Call for Interest for the Chornobyl
Shelter Implementation Plan, this call follows the general
procurement notice for this project as published in the EBRD
Procurement Opportunities Supplement dated February 1998. The
National nuclear energy generating company ENERGOATOM (the
client) intends to use the proceeds of the Chernobyl Shelter
Fund for the procurement of the following goods,  and work
contracts, over the next twelve months:
  computer hardware and software equipment
  management support equipment
  civil engineering
  operations and monitoring
  emergency systems
  fuel containing material
  radiation protection and monitoring equipment and services
  support facilities and utilities
The procurement of the above contracts has a total estimated
cost of approximately 40 million US dollars equivalent.
3.  The Project Managing Unit (PMU) which ensures that the
Shelter Implementation Plan (SIP) is completed on time, within
budget limits and within the defined quality standards, will
conduct the tendering process.  Tendering for the above
contracts is expected to begin at the end of the second quarter
and into the third quarter of 1999, pending the project
implementation schedule and the schedule of goods and services
delivery contract.  Contracts to be financed from the proceeds
of a grant will be open to the companies from the eligible
countries under the Chernobyl Shelter Fund.  The eligible
countries as of January 31, 1999 are as follows: Austria,
Belgium, Canada, Denmark, Finland, France, Germany, Greece,
Ireland, Italy, Japan, Kuwait, Luxembourg, Netherlands, Norway,
Portugal, Spain, Sweden, Switzerland, UK, USA, and EBRD's
countries of operations.
