Ukraine demonstrates progress in regional policy, transport and green transition - European Commission report within the 2025 Enlargement Package

On 4 November, the European Commission presented the Report on Ukraine's progress within the 2025 Enlargement Package. This is the first document following the completion of the screening of Ukrainian legislation and the third since the start of the evaluation process. The results obtained are the best for Ukraine since the beginning of its participation in the enlargement process and testify to steady progress in implementing European integration reforms.

The European Commission noted Ukraine's steady advancement in harmonising legislation with European standards and its readiness for the next stage - the opening of negotiating clusters.

Ukraine's consistent progress shows that European integration remains one of the key priorities of state policy. The course towards EU membership is a strategic direction of the work of the President of Ukraine, the Verkhovna Rada of Ukraine, and the Government.

"European integration remains our unwavering strategic priority, despite all the challenges facing Ukraine. We continue systematic work to bring Ukrainian legislation, policies, and standards closer to the norms of the European Union. Every step in this direction is an investment in a stable, secure, and European future for our state," noted the Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba.

The Ministry for Communities and Territories Development is responsible for such key areas as transport policy, regional development, and the green transition.

In the field of transport, the Ministry is implementing the EU acquis in accordance with the National Transport Strategy of Ukraine until 2030, which covers road, maritime, and inland waterway transport, the development of intermodal transport, and preparation for Ukraine's integration into the Trans-European Transport Network (TEN-T).

In the area of regional policy, the formation of a unified system of strategic planning and monitoring of regional development is being ensured. The Concept of the National System of Strategic Planning and the Action Plan for 2025-2027 for the implementation of the State Strategy for Regional Development have been adopted. Territorial communities have been connected to the digital platform DREAM, which ensures transparent planning, selection, and control of regional development projects.

The Ministry is also integrating the principles of the green transition into transport and regional policy, preparing legislative and technical initiatives aimed at increasing environmental friendliness, energy efficiency, and compliance of infrastructure development with European standards.

In the field of environment and climate change, Ukraine continues to update environmental legislation and implement programmes to improve water quality and environmental safety. The Government has supported the Ministry's draft law on improving norms for water supply and sanitation, and has approved the Concept of the State Target Social Programme for Improving Drinking Water Supply in Ukraine for the period until 2035 and the State Target Environmental Programme for the Technical Modernisation of Wastewater Treatment Enterprises and Purification of Wastewater for the period until 2034.

The next stage of European integration will be the opening of negotiating clusters and the consistent implementation of the European Commission's recommendations set out in the Report. In particular, this concerns the implementation of roadmaps in the areas of the rule of law, public administration reform, and the development of democratic institutions. In parallel, the development of the National Programme for the Adaptation of Ukrainian Legislation to EU Law (NPAA) is underway, which will define specific tasks, responsible institutions, and deadlines for their implementation.

Background

The European Commission Enlargement Report is an annual assessment by the European Commission of a candidate country's fulfilment of membership criteria, progress in carrying out reforms, and approximation to the acquis communautaire.

The EU prepares the Report on the basis of information from various sources, including materials provided by the Government of Ukraine (two contribution reports per year), EU member states, information from EU institutions, as well as information from various international and non-governmental organisations.
