Romania - Ministry of National Defence
Press release No. 189 22.10.2025
On the night of Tuesday to Wednesday, October 21st to 22st, around 01:00, the population in northern Tulcea County received a RO-Alert message following the drone attack conducted by the Russian Federation on the Ukrainian port infrastructure on the Danube.
The Ministry of National Defence surveillance systems detected ahead of time a group of aerial targets moving towards the Chilia Branch and the Danube Delta area. According to the procedures in force, two F-16 aircraft of the 86th Air Base in Borcea scrambled at around 00.50 to investigate the situation. Approximately 10 explosions were reported on the Ukrainian shore, in the area of Ismail and Chilia localities, but no incursions of unmanned aerial vehicles into Romanian airspace were detected.
The mission commander had prior approval to engage aerial targets if they entered national airspace and endangered the security of the Romanian citizens. At around 02:35, two German Eurofighter Typhoon aircraft scrambled from the 57th Mihail Kogălniceanu Air Base to conduct enhanced Air Policing Missions.
The message signaling the end the air alert for the population in northern Tulcea County was transmitted around 03:00 and the aircraft returned safely to their airbases around 03:00 and respectively 03:50.
On Wednesday, October 22nd, a team made up of specialists from the Ministry of National Defence, the Ministry of Internal Affairs and the Romanian Intelligence Service will conduct a research mission in the area on the Romanian bank of the Danube, in the vicinity of the Ukrainian localities attacked last night, to assess the situation.
The Ministry of National Defence firmly condemns the Russian Federation's irresponsible actions and emphasizes that they represent a new challenge posed to regional security and stability in the Black Sea area.
Such incidents demonstrate the Russian Federation's lack of respect for the norms of international law and endanger not only the Romanian citizens' safety, but also NATO's collective security.
Romania remains firmly committed to fulfilling its obligations as a member state of the Alliance and will continue to collaborate closely with its partners and allies to monitor and defend its national airspace.
The Ministry of National Defence assures public opinion that all necessary measures to guarantee national security are permanently applied, and defence structures are prepared to promptly respond to any similar situation.
