
Andrii Sybiha called on for countering the use of AI by aggressive regimes at the UN Security Council meeting on artificial intelligence

On Wednesday, September 25, at the UN headquarters in New York, Minister for Foreign Affairs of Ukraine, Andrii Sybiha, took part in a high-level open debates of the UN Security Council on "Artificial Intelligence and International Peace and Security: Addressing the Complexities, Multifaceted Impacts, and Responsible Use".
During his speech, the Minister for Foreign Affairs stated that Ukraine recognizes the potential of artificial intelligence and feels its risks more than anyone else.
"Artificial intelligence has changed the nature of war. Its use on the battlefield is rapidly expanding. This technology can help a country defend itself, as it helps us in Ukraine. But it could also be used by an aggressor for the purpose killing and destruction, as Russia is doing," the minister said.
The Minister for Foreign Affairs quoted yesterday's speech by the President of Ukraine Volodymyr Zelenskyy in the General Assembly hall:
"I quote: "We are currently experiencing the most destructive arms race in human history - because this time it involves artificial intelligence. And if there are no real security guarantees - except for friends and weapons, and if the world cannot respond effectively even to old threats, and if there is no reliable platform for international security - will there be at least one place on Earth that is truly safe for people?".
According to Andrii Sybiha, Ukraine uses the benefits provided by these technologies to enable the development of advanced weapon systems, improving resilience against electronic warfare, and enhancing our capacity to protect civilians and civilian infrastructure. Recently, we have also started testing AI in demining.
"At the same time, Russia uses these technologies to cause death and destruction. Moscow also widely uses them as tools of propaganda and to undermine trust in democratic institutions in Ukraine and around the world," the minister noted.
The head of the Ministry of Foreign Affairs expressed his conviction that, as with any technology, it is not about its capabilities, but about the intentions of those who use it.
"But while weapons of mass destruction are difficult to acquire, transfer, and develop, AI has no physical boundaries. Controlling its spread is extremely difficult. For example, Russia could share its experience of using this technology on the battlefield in Ukraine with North Korea or Iran. This would increase security risks not only for the Korean peninsula, but also for the Indo-Pacific region and the Middle East. And this is probably already happening," he stated.
Andrii Sybiha called on partners to take coordinated action to counter threats posed by the exchange of AI-based defense technologies between aggressive regimes. He stated that Ukraine is ready to share its valuable experience and know-how with allies and partners.
"Ukraine calls upon all states to consolidate efforts to ensure meaningful human control over these technologies, while holding accountable those who weaponize emerging technologies to commit crimes. In closing, Mr. President, Ukraine stands ready to continue taking active part in new global initiatives aimed at developing and promoting principles for the responsible use of military AI across the UN system, including within the Security Council," the minister noted.
