Statement by Sweden's Minister for Foreign Affairs, Maria Malmer Stenergard on behalf of the Nordic-Baltic states. Delivered to the Human Rights Council, 60th session,
September 19th 2025

Mr President,

I have the honour to speak on behalf of the Nordic-Baltic states.

This summer marked a grim milestone: July saw the highest number of civilian casualties in Ukraine since May 2022. This tragic loss of innocent lives, including children, could immediately end if Russia agreed to a full, unconditional ceasefire as the first step towards meaningful negotiations

However, Russia's recent attacks have made it clear that they are not interested in peace.

While Russia stalls negotiations, the reports of human rights violations continue to grow.

We are alarmed by the situation in the temporarily occupied territories. By the forcible transfers and unlawful deportations of children. And by the torture and executions of prisoners of war - among many other grave violations.

We thank the Commission for its vital work in documenting these violations. Their deeply disturbing reports only strengthen our unwavering support for Ukraine's pursuit of a just and lasting peace.

We call on Russia to stop its war of aggression against Ukraine, respect Ukraine's sovereignty and territorial integrity, and agree to a full and comprehensive ceasefire.

The Nordic-Baltic states stand - and will continue to stand - fully behind Ukraine.
