Foreign Minister Tsahkna meets Andorra's Foreign Minister: every contribution to rebuilding Ukraine and investing in education is a contribution to Europe's future

On 23 September in New York, Foreign Minister Margus Tsahkna met with Imma Tor Faus, Foreign Minister of the Principality of Andorra. During the meeting, a memorandum of understanding on the restoration of a hobby school in Ukraine and an agreement on the avoidance of double taxation were signed.

The discussions also focused on events of the UN General Assembly High-Level Week. Minister Tsahkna drew attention to Friday's violation of Estonian airspace by Russia, which led to the UN Security Council convening for the first time at Estonia's request, and stressed the importance of continued support for Ukraine. "Both Estonia and Andorra share concerns about the plight of children in armed conflicts," Tsahkna said, commending his Andorran colleague for hosting a side event dedicated to children and armed conflict. Estonia will be represented at the event by Undersecretary for Global Affairs Minna-Liina Lind.

The foreign ministers of Estonia and Andorra, together with the Estonian Centre for International Development (ESTDEV), also signed a trilateral memorandum of understanding to support extracurricular education for Ukrainian children and young people. Initiated by Estonia, the memorandum provides for Andorra's support of an ESTDEV-led project to restore the Malyn Children's Music School. "Even small states like Estonia and Andorra can make a joint contribution to the future of Ukraine's children. This is part of a broader international effort to rebuild Ukraine. Estonia's goal is to involve as many partners as possible in supporting Ukraine," Tsahkna said.

The aim of the agreement on the avoidance of double taxation is to prevent double taxation of income between Estonia and Andorra, as well as to combat tax evasion and fraud. According to Minister Tsahkna, the agreement will help strengthen economic ties between Estonia and Andorra. "Estonia and Andorra are good partners, and we are constantly looking for opportunities to deepen cooperation in the economy and digital fields," Tsahkna said, noting that the agreement will open up new opportunities for investment and business cooperation. The agreement was initiated by Andorra, which already has similar agreements with several EU member states, including Latvia and Lithuania. Following its signing, the agreement must be ratified by the Estonian Parliament (Riigikogu).

Estonia supports closer integration of Andorra with the European Union and participates in the EU Council negotiations on the EU-Andorra Association Agreement.
