The Government has presented its 20th military support package to Ukraine, at a value of approximately SEK 9.2 billion.

Sweden's support to Ukraine is unwavering. No issue is as central to Europe's security as Ukraine's defence against Russia's aggression.

"Sweden is now increasing its military support to Ukraine to put greater pressure on Russia. More Archers, drones, and ammunition will make a difference on the battlefield. Europe's right to peace and freedom must be defended," says Minister for Defence Pål Jonson.

A multi-faceted support package

Ukraine has major needs on the battlefield. The 20th military support package has been designed to, as far as possible, meet the needs that Ukraine has communicated.

The support package contains:

  • Artillery and long-range capability - procurement of 18 Archer artillery units with artillery ammunition and long-range drones. Total value: around SEK 3.6 billion.
  • Marine materiel - the procurement includes coastal surveillance radar systems, tross boats equipped with grenade launchers, diving chambers and crane lorries. Total value: around SEK 2.1 billion.
  • Air defence and space - the procurement includes ammunition, sensors and command and control systems for the previously donated Swedish anti-aircraft system Tridon, equipment for air base operations and sensors to track down drones and robot systems. Total value: around SEK 3.5 billion. Within the framework of air defence and space, donations of materiel are also being made by the Swedish Armed Forces, with corresponding replacement purchases and transport.
  • Other - including civil defence initiatives and services via the Swedish Defence Research Agency and Swedish Defence University.

Procurement focus on newly produced materiel

Ukraine's needs for defence materiel are both short-term and long-term. During 2022-2024, the possibility to donate materiel that the Swedish Armed Forces could spare was the most vital and rapid tool in Sweden's support to Ukraine.

However, Sweden's own security situation and rearmament of its national defence has meant that this possibility has steadily diminished. Instead, the procurement of newly produced defence materiel from Sweden's extensive defence industry is now the Government's most effective tool, particularly because Swedish products are in high demand in Ukraine.

The 20th support package to Ukraine consists mainly of various procurements of newly manufactured materiel from the defence industry. The support will help to strengthen Ukraine, particularly concerning artillery capacity, marine warfare and air defence.

Proposal to increase Swedish military support in 2026-2027 to a total of SEK 40 billion per year

In the Budget Bill for 2026, the Government proposes a continued strengthened economic framework for military support to Ukraine by adding a further SEK 31.5 billion for 2026, and extending the support until 2027. The proposal means that the framework for military support to Ukraine will total SEK 40 billion in 2026 and 2027, respectively. This will enable the continuation of robust Swedish military support to Ukraine.

Proposal to increase civil support to Ukraine in 2026-2028 to at least SEK 10 billion per year

In the Budget Bill for 2026, the Government also proposes a significant increase in its ambition levels for Ukraine development assistance. The Government wants to allocate at least SEK 10 billion per year in 2026-2027 from Sweden's development assistance budget for civil support to Ukraine, and at least SEK 10.5 billion in 2028.

These proposals in the Budget Bill are based on an agreement between the Government and the Sweden Democrats.
