SSU, OPG and SBI expose NABU official on false declarations and concealing real estate

The Security Service of Ukraine, the Office of the Prosecutor General, and the State Bureau of Investigations exposed the deputy head of one of the NABU detective units for a criminal offence. According to the investigation, the official attempted to conceal real estate that he had purchased during the full-scale invasion but registered it under a front person and did not indicate it in his declaration.

The investigation established that in December 2023, the family of the Bureau official purchased a two-room apartment in one of the residential complexes in Uzhhorod worth almost USD 100,000. The fact of the purchase is confirmed by texting between the Bureau employee and his wife, the testimony of the real estate seller and the notary who re-registered the flat, and other evidence.

To conceal their involvement in this property, the NABU official and his wife decided to register ownership of this property to a third party - the mother of a close acquaintance.

Despite the family living in the apartment, the NABU official did not indicate this property at all in his 2023 declaration. In his 2024 declaration, he marked it as rented. However, the front person in whose name the property was registered did not receive any payment for the apartment.

Based on the evidence, the law enforcement official was notified of suspicion under Article 366-2.1 of the CCU (intentional inclusion by the declarant of knowingly false information in the declaration of a person authorized to perform functions of the state or local government, as provided for by the Law of Ukraine On Prevention of Corruption).

We note separately that, in addition to the inaccurate declaration, the law enforcement team established that the NABU official's parents have russian passports and reside in the temporarily occupied territory. However, the suspect did not indicate this when filling out the documents for a security clearance, thereby violating the law.

Based on the results of a comprehensive check, the Security Service revoked his state secrets clearance.

The pre-trial investigation is ongoing.

We emphasize once again that this criminal proceeding concerns an individual employee of the NABU and has no bearing on the effective work of the Bureau as a Ukrainian state institution. As before, the Security Service of Ukraine advocates constructive cooperation to strengthen institutional capacities, eliminate pro-russian influence and enhance our state's independence.
