
Ukraine submits second contribution to the EU Enlargement Package 2025

On 8 September, the Government Office for Coordination of European and Euro-Atlantic Integration within the Secretariat of the Cabinet of Ministers of Ukraine submitted Ukraine's second report to the European Commission as part of the EU Enlargement Package 2025.
The approximately 800-page document covers the period from April to August 2025 and provides updated information on reforms and progress towards Ukraine's EU membership. This contribution complements the first report submitted to the European Commission in April. Over 135 state institutions contributed to its preparation.
The report includes detailed updates on the implementation of necessary reforms for each negotiation chapter within the six Clusters, as well as progress on fulfilling recommendations outlined in the European Commission's report under the 2024 EU Enlargement Package. Additionally, the document incorporates approaches to combating corruption and ensuring gender equality, along with updated statistics as of 2025.
"The second contribution to the EU Enlargement Package is not just a report on the work done but also evidence of our consistency and commitment to reforms. Ukraine is increasingly integrating European standards into its legal, economic, and institutional systems, even amidst a full-scale war. Ukraine is in the final stage of screening and expects to open negotiations on all six Clusters this year. This report is the result of the meticulous joint efforts of over a hundred state institutions working daily to ensure our country becomes a full-fledged EU member. We are grateful to the European Commission and our partners for their support on this path," commented Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.
This autumn, a new European Commission report on Ukraine's progress within the EU Enlargement Package is expected.
