
SSU notifies Kadyrov of suspicion in absentia for ordering to use Ukrainian PoWs as 'human shields'

The Security Service of Ukraine has gathered new evidence of war crimes committed by Ramzan Kadyrov, head of the chechen republic of russia, who is involved in the cruel treatment of Ukrainian prisoners of war.
According to the investigation, during a speech to russian propagandists Kadyrov stated that he had instructed his subordinates not to take Ukrainian soldiers prisoner, but to shoot them on the battlefield.
The investigation established that Kadyrov's order was addressed to the commanders of chechen militants fighting in the ranks of russian occupation forces against Ukraine.
He also ordered that Ukrainian prisoners held in Chechnya be sent to the roofs of military facilities in Grozny, proposing to use imprisoned combatants as a 'human shield' against drone attacks by Ukraine's Defence Forces.
Such statements by Kadyrov are a violation of the laws and customs of war applicable in armed conflicts in accordance with the norms of the Rome Statute of the International Criminal Court.
Based on the new evidence, SSU investigators notified Kadyrov in absentia of suspicion under Article 438.1 of the CCU (war crimes).
In August 2022, the SSU investigation classified Kadyrov's actions as preparation and waging of an aggressive war, its justification and encroachment on the territorial integrity of Ukraine.
Efforts to bring the perpetrator to justice for crimes against our state and its citizens are underway.
The investigation was conducted under the procedural supervision of the Prosecutor General's Office.
