Council of Europe stands with Ukraine, says Secretary General on Independence Day

The Secretary General of the Council of Europe, Alain Berset, has expressed solidarity with the people of Ukraine on their Independence Day on 24 August. This message comes amid continued attacks and ongoing peace talks concerning Ukraine's future:

"Dear Ukrainians! You belong in our European family — today and always. On this Independence Day, the Council of Europe stands with you. In war, for justice and into peace. A just and lasting peace — in Ukraine, with Europe, on the values we share. For an eternally free, independent, and proud Ukraine. З днем незалежності!" the Secretary General said.

The Council of Europe has consistently condemned violations of international law and continues to urge respect for human rights and the restoration of peace.

Through its Action Plan on "Resilience, Recovery and Reconstruction for Ukraine," the Organisation is providing targeted support for democratic institutions, the rule of law, and civil society, even in the midst of war.

A crucial element of the Council of Europe's response is the Register of Damage for Ukraine as an international mechanism to systematically record evidence and claims of damage, loss, and injury caused by the aggression against Ukraine. Work on establishing the Special Tribunal for the Crime of Aggression against Ukraine, following the agreement signed in Strasbourg on 25 June, is also underway. The Organisation remains equally committed to addressing the urgent humanitarian consequences the war. The appointment of a Special Envoy of the Secretary General on the situation of the children of Ukraine underlines the Council of Europe's determination to safeguard their rights and well-being, in the face of displacement, separation, and exposure to conflict.

By reinforcing both immediate assistance and mechanisms for accountability, the Council of Europe stands firmly with Ukraine and its citizens — working towards justice, resilience, and a peaceful, democratic future.
