SSU neutralizes GRU agent group that adjusted strikes on Kyiv and carried out sabotage in Odesa region

The Security Service has dismantled an agent group of russian military intelligence (better known as the 'GRU') that adjusted enemy air strikes on Kyiv and carried out sabotage in southern Ukraine.

The group included four individuals:

  • two agents - executors of 'orders';
  • a 'liaison' through whom the agents received instructions;
  • direct supervisor of the perpetrators - a career officer of the russian GRU, Maksim Chachin.

The SSU Counterintelligence detained the agents-executors in February 2025.

Since then, efforts were underway to identify other members of the cell and document their contacts.

As the investigation revealed, the GRU employee recruited a former lecturer at one of Kyiv's well-known universities, who left for russia in 2021 and began cooperating with the occupiers.

After the start of the full-scale war, the professor put her former student, a 27-year-old Kyiv resident who supported russia's armed aggression, in direct contact with the enemy.

The woman then introduced him to another Kyiv resident, who joined the agent group. He is a 40-year-old former military serviceman who had information about the locations of certain units of the Defense Forces.

Together, they approached the relevant locations, marked them on Google Maps and sent the data to their handler to prepare missile and drone attacks on Kyiv.

The agents then moved to Odesa, where they initially went into hiding and then, on enemy orders, set fire to two mobile phone towers and several electrical substations.

They were also preparing to carry out terrorist attacks using improvised explosive devices, but the Security Service prevented this.

Now, SSU investigators have sent an indictment against both agents to court under several Articles of the CCU:

  • 28.2, 111.2 (high treason, committed by a group, upon prior conspiracy, under martial law);
  • 28.2, 113.2 (sabotage, committed by a group, upon prior conspiracy, under martial law);
  • 194-1.2 (intentional damage to electric power facilities);
  • 28.2, 263.1 (illegal handling of weapons, ammunition or explosives, upon prior conspiracy, by a group).

The suspects are in custody and face life imprisonment with confiscation of property.

A notice of suspicion is also being prepared for the russian handler of these agents and their 'liaison'.

The operation and investigation were carried out by the SSU Office in Odesa region under the procedural supervision of the regional Prosecutor's Office.
