SSU and National Police dismantle another mobilization evasion scheme in Kyiv: searches revealed over UAH 17 mln in cash

The SSU Military Counterintelligence and the National Police have dismantled another mobilization evasion scheme in Kyiv. A local lawyer who traded in fictitious certificates for draft dodgers was detained.

He involved another lawyer and three doctors from well-known medical institutions in the capital in his illegal activities.

During the searches of the suspects' offices and homes, the investigators found over 7 million Hryvnias, over 250,000 US dollars and 16,000 Euros in cash.

In UAH equivalent, this amounts to over 17 million (USD 409,000).

To guarantee their 'clients', who were subject to military service, a deferral of conscription or removal from military records, the perpetrators forged medical certificates stating that the men had serious medical conditions.

The investigation established that the participants in the scheme acted in collusion and close coordination with each other and had a well-established algorithm of interaction: from finding drat evaders to selling them fake documents.

For money, the lawyers offered them 'reservation' through fictitious employment in one of the capital's state institutions.

The law enforcement agencies documented the crime and detained the organizer of the scheme as he was receiving a new tranche of bribes.

The detainee and his two accomplices, a lawyer and a cardiologist, have been notified of suspicion under the Articles of the CCU:

  • 369-2.3 (abuse of influence);
  • 27.5 and 354.4 (aiding and abetting the bribery of an employee of an enterprise, institution or organization, committed by a group, upon conspiracy).

The suspects are in custody. The investigation is ongoing.

The perpetrators face up to 8 years in prison with confiscation of property.

The operation was carried out under the procedural supervision of Kyiv City Prosecutor's Office.
