
Denys Shmyhal presented the Government's Program in the field of defence: New approaches to management, innovation development, and partnership

The Minister of Defence of Ukraine, Denys Shmyhal, together with Prime Minister Yuliia Svyrydenko and members of the Government, presented the draft Government Action Program.
"Security and defence are among the key priorities. President of Ukraine Volodymyr Zelenskyy has set clear tasks in this area that we will implement consistently," said Denys Shmyhal.
Key priorities:
- At least 50% of funds for weapons procurement must go to Ukrainian manufacturers. According to the Minister of Defence, the Ministry of Defence is stimulating industrial development and implementing relevant mechanisms, including Build with Ukraine, Build in Ukraine, and the 'Danish model'.
- Continuing to strengthen international support, including through cooperation with partners via the new PURL and SAFE instruments. In particular, 18 countries have already joined the SAFE initiative, with a budget of €150 billion, enabling joint weapons procurement projects with Ukraine.
- Strengthening efforts to provide the Armed Forces of Ukraine with everything they need. At the initiative of the Ministry of Defence, the Government has adopted a resolution allowing military units to purchase used pickups, quad bikes, and motorcycles under a simplified procedure. The funding formula for brigades has also been increased, enabling them to procure the necessary equipment directly.
- Digitalizing processes in the Armed Forces to simplify interaction between the state, manufacturers, and defenders. The DOT-Chain supply management system - a marketplace for the Armed Forces - has already been fully deployed. It enables orders and deliveries of essential supplies to military units within days. As noted by Denys Shmyhal, during the first two weeks of its operation, 1,000 drones were delivered to troops. Preparations are also underway for the launch of Defence City - an ecosystem to support critically important defence industry manufacturers.
"We are changing management approaches, developing innovation, and strengthening partnerships to ensure a secure and peaceful future," concluded the Minister of Defence.
