Commentary on media statements by Heads of NABU and SAPO
Security Service of Ukraine
14:20, 8 August 2025
In connection with the statements made in the media by the Heads of NABU and SAPO, the Security Service of Ukraine notes the following:
Regarding the claim that 'the materials of criminal proceedings were not provided to NABU or the media'
In accordance with the criminal procedure law requirements, the materials of the pre-trial investigation are confidential. Investigative authorities are not obliged to disclose any information from pre-trial proceedings outside the limits specified by law. All available evidence subject to disclosure was officially published by the SSU on 21 July, including authentic audio recordings of conversations between the individuals involved:
'SSU and PGO detain NABU detective on suspicion of doing business in russia'
'SSU and PGO detain fsb 'mole' in NABU'
Furthermore, on 7 August SSU investigators provided the NABU Head with separate information and materials confirming the validity of the suspicion declared against two NABU employees.
The entire body of evidence will be provided exclusively to the court in accordance with procedural rules.
Regarding allegations of 'pressure on certain people to testify that there is indeed russian influence in NABU'
No pressure is being exerted on 'certain individuals', nor can it be. The influence on NABU of Fedir Khristenko, a member of parliament from the pro-russian Opposition Platform — For Life party (banned in Ukraine), is evidenced, in particular, by authentic recordings of his own conversations.
Additionally, we remind that materials of covert investigative activities and NABU detectives' profiles were found during the searches of the MP's home in Ukraine (in the house where his close relatives currently live).
Therefore, we consider any statements by representatives of the pro-russian OPFL party about 'threats to life' to be an attempt to avoid criminal responsibility.
Fedir Khristenko, who left Ukraine at the start of the full-scale invasion, has been notified of suspicion in absentia under Articles 28.2, 111.1 and 111.2 (high treason, committed by a group, upon prior conspiracy, under martial law) and Article 369-2.2 (abuse of influence) of the Criminal Code of Ukraine.
Regarding the alleged 'detention of NABU detective R.Magamedrasulov for documenting a prominent businessman'
All statements and rumours that R.Magamedrasulov was allegedly documenting one of the well-known Ukrainian businessmen are untrue.
As the investigation revealed, the person in question had contacts with representatives of the aggressor state and acted as an intermediary in the sale of his father's technical hemp to russia (republic of Dagestan). After examining the case file and the substantial evidence, the court remanded R.Magamedrasulov in custody until 16 September without the right to bail.
Any statements by third parties who deliberately manipulate facts, subjectively assess materials published by the Security Service, and 'forget' about trade with russia are unacceptable.
R.Magamedrasulov has been declared a suspect under Article 111-2 of the CCU (aiding an aggressor state). He is suspected of conducting business in russia (acting as an intermediary in the sale of his father's technical hemp to Dagestan). His father, russian citizen Sentyabr Magamedrasulov, has also been notified of suspicion and is in custody as a measure of restraint.
We consider the dissemination of unsubstantiated and manipulative statements regarding these high-profile criminal proceedings to be an attempt to exert public pressure on representatives of the judiciary.
