On August 8, 2025, Oana Țoiu, the Romanian Minister of Foreign Affairs, participated in the fourth trilateral meeting of foreign ministers of Romania, Ukraine and the Republic of Moldova. The meeting took place in Chernivtsi and was also attended by Andrii Sybiha, the Ukrainian Minister of Foreign Affairs, and Mihai Popșoi, the Minister of Foreign Affairs of the Republic of Moldova.
The meeting was also attended online by the foreign ministers of Poland and Lithuania: Radosław Sikorski and Kęstutis Budrys, respectively. Issues related to common threats in the Black Sea and the Baltic Sea were discussed, as these require close cooperation to combat.
The meeting highlighted the strategic importance of continuing and strengthening trilateral coordination in light of recent security developments. The format enabled a practical exchange of views on areas of shared interest to the three countries' economies and societies, with the aim of strengthening cross-border connectivity and advancing the European integration agenda.
During the discussions, Minister Oana Țoiu reiterated Romania's firm commitment to continuing to support Ukraine and the Republic of Moldova. She emphasized the importance of achieving a just, sustainable and inclusive peace in Ukraine, the effects of which will be felt not only in the region, but also at the systemic level, including in the Republic of Moldova: "'While constant Russian propaganda and disinformation seek to undermine and divide our societies and nations, the trilateral cooperation format between Romania, the Republic of Moldova and Ukraine ensures stronger cross-border connectivity and accelerated European integration for Ukraine and the Republic of Moldova, providing a solid foundation for shared prosperity.'
The Romanian Minister of Foreign Affairs confirmed that the new bridge over the Tisza River will be completed by the end of this year. Together with her counterparts, the minister welcomed the introduction of a new railway service between Kiev, Chișinău and Bucharest. Priorities related to opening new border crossing points and modernizing and expanding existing ones were reviewed.
"Through our active coordination, we contribute to ensuring stability and security in the Black Sea region, setting a standard for our neighborhood relations," the Romanian minister added.
At the same time, the Romanian official pointed out that Ukraine's reconstruction process will require adequate coordination among partners, as well as ensuring complementarity with the European integration process. In this context, she highlighted the importance of trilateral coordination in order to capitalize on investments already made in cross-border connectivity and to use future economic opportunities.
During the trilateral meeting between Romania, the Republic of Moldova and Ukraine, the foreign ministers adopted a joint statement which confirmed the significant progress that had been made so far, while also highlighting the important potential of this coordination format.
"Over the past three years, this framework has gained both increased dynamism and substantial substance, based on our shared commitment to deepening joint cooperation projects, particularly in the field of energy connectivity, for the benefit of our countries," stated Minister Oana Țoiu.
The Romanian official commended Ukraine and the Republic of Moldova for their progress in the European integration process, particularly in view of the challenging circumstances arising from the war of aggression against Ukraine. The minister emphasized the importance of maintaining commitment to the reform agenda, and expressed Romania's willingness to share the lessons learned from its own experience.
