
SSU and NABU, with Minister of Justice assistance, expose former Ministry of Justice State Secretary and current top officials on budget embezzlement

The cyber units of the Security Service, together with NABU and with the assistance of the newly appointed Minister of Justice of Ukraine, have uncovered another scheme for embezzling state funds. The perpetrators stole over UAH 10 million (USD 239 000) in procurement for digital modernization.
A former State Secretary of the Ministry of Justice of Ukraine, as well as the current head and deputy head of the ministry directorates, are involved in the scheme.
The investigation established that the officials embezzled budget funds allocated for the purchase of server equipment and software for the Ministry of Justice's needs. This hardware and software complex was supposed to ensure modernization of the Ministry's electronic systems.
In 2021, the organizers of the scheme initiated the conclusion of a contract with an affiliated private company for the purchase of new servers and software for the Ministry of Justice worth UAH 19 million.
At the same time, the specified purchase price exceeded the average market prices for these types of goods and services by several times.
More than half of the amount transferred from the budget to the contractors' accounts was embezzled by the organizers.
Commodity and forensic economic examinations of the purchased server equipment and software, initiated by the law enforcement, confirmed the crime.
Based on the evidence, the former State Secretary of the Ministry of Justice, the head and deputy head of directorates were notified of suspicion under Article 191.5 of the CCU (misappropriation of property or acquisition of property through abuse of official position, committed on an especially large scale).
Three managers of the affiliated private company with which the agreement was concluded were also notified of suspicion under the same Article.
The investigation is ongoing. The suspects face up to 12 years in prison with confiscation of property.
The unlawful scheme was exposed by the SSU investigators in cooperation with NABU detectives under the procedural supervision of the Specialized Anti-Corruption Prosecutor's Office.
