Government endorses plan to implement personal sanctions against captains of russia's shadow fleet

The Government has endorsed a plan to organize the implementation of the decision of the National Security and Defense Council of Ukraine to impose personal special economic and other sanctions against captains of the so-called "shadow fleet" of the russian federation.

The list includes 99 entities, including 94 individuals, involved in circumventing the oil embargo and ensuring the supply of russian oil products to third countries in violation of the sanctions. The sanctions list also includes 5 legal entities - residents of the russian federation.

The Ministry for Communities and Territories Development of Ukraine has been designated as one of the responsible authorities for implementing this decision within its powers.

"russia's shadow fleet has become not just a tool for circumventing sanctions, but a direct source of funding for the war against Ukraine. Each tanker, each transshipment scheme is a link in the mechanism that ensures the budget of the aggressor state. Ukraine is acting decisively. And within our competence, we will respond to every such threat - both internationally and domestically," emphasized Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities and Territories Development.

According to the SBU, part of russia's shadow fleet operating in the Black, Baltic, and Red Seas ensures oil exports from the ports of Novorossiysk, Ust-Luga and Primorsk, concealing the origin of the cargo by transshipment on a ship-to-ship basis and disabling the automatic identification system.

The activities of shadow fleet captains pose real threats to environmental sustainability and security around the world. They encourage violations of international maritime standards and safety rules and pose a direct threat of accidents and man-made disasters.

The offenses of persons involved in the illegal transportation of energy resources pose a threat not only to Ukraine, but also to all maritime states interested in maintaining law and order, and stability on global logistics routes.

This allows russia to accumulate billions of dollars in oil and gas revenues annually, which account for more than a quarter of its budget and are used to wage war against Ukraine.

The Government's plan provides for comprehensive interagency coordination to introduce restrictions, monitor and disrupt logistics schemes that work in favor of the aggressor state.
