
Government simplifies ammunition production

The Cabinet of Ministers of Ukraine has regulated certain issues related to the production, procurement and supply of explosives and ammunition to meet the needs of the Defence Forces under martial law.
The relevant resolution No. 902 of 16 July 2025, "Certain issues of production, procurement and supply of explosives and ammunition," was adopted at a Government meeting.
The document approves the Procedure for the production, procurement and supply of explosives and ammunition and defines the algorithms and mechanisms for such procedures. Amendments have also been made to other resolutions to bring them into line with the new Procedure.
Resolution No. 902 states that enterprises that have already obtained the status of manufacturers of ammunition and explosives in accordance with the Procedure for the implementation of the pilot project (approved by Resolution No. 763 of the Cabinet of Ministers of Ukraine) will continue their activities. This ensures that production processes that have already been launched will not be interrupted.
Other provisions of the resolution include:
- All certificates for the storage of military explosives issued earlier in accordance with Resolution No. 763 will remain valid for the duration of the new Procedure. Manufacturers of ammunition and explosives will not be required to go through bureaucratic procedures again.
- An important clarification is that any industrial explosives (even hunting powder) used to manufacture ammunition for the Defence Forces are classified as military explosives. This simplifies their circulation and use in defence production.
- The Government has removed administrative barriers for ammunition manufacturers. This allows companies with the necessary technology and expertise to quickly ramp up production of ammunition, explosives and other weapons.
