New section "Military Personnel" added to the classifier of occupations

The Ministry of Economy has introduced a new section, "Military Personnel," to the National Classifier of Occupations. The occupations in this section apply exclusively to military personnel and operational reserve reservists of the Armed Forces of Ukraine, the State Special Transport Service, and the National Guard of Ukraine.

"For the first time since Ukraine's independence, the professions of military personnel have been formalised in the Classifier of Occupations. This step will not only enhance transparency in the personnel policy of the Armed Forces and other military formations but also ensure proper recognition of the complexity and importance of military service. Formalising these professions is a key element in building a modern, professional army capable of effectively performing tasks, including in the context of a full-scale war, and integrating into Euro-Atlantic structures," commented Deputy Minister of Economy, Environment and Agriculture Tetiana Berezhna.

The professional titles of military personnel in the Classifier of Occupations are divided into three main categories:

  • Officer corps;
  • Sergeant (non-commissioned officer) corps;
  • Enlisted personnel.

Specific qualification requirements (level of military education), military rank, and military occupational speciality for each position are determined by the staffing structure of military units, in accordance with the requirements of governing documents.

The "Military Personnel" section does not apply to military personnel of special-purpose law enforcement agencies, the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine, the State Border Guard Service of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, or the State Guard Department of Ukraine.

The section was developed by specialists from the Central Research Institute of the Armed Forces of Ukraine and the Main Directorate of the National Guard of Ukraine, with consultation from the Ministry of Economy and approval from the Ministry of Defence of Ukraine, the General Staff of the Armed Forces of Ukraine, and the Ministry of Internal Affairs of Ukraine.

Background

The Classifier of Occupations includes professional job titles (professions, positions, occupations) systematically grouped into professional categories based on the nature and complexity of the work performed, qualifications (level of education, specialisation), and aligned with the hierarchy of the International Standard Classification of Occupations (ISCO).
