
SSU and National Police expose MoD official who embezzled budget funds on repair of armoured personnel carriers

The SSU Military Counterintelligence and the National Police, with the assistance of the Minister of Defense of Ukraine, have exposed perpetrators who embezzled state funds intended for the repair of armoured vehicles of the Armed Forces of Ukraine.
In just one of the documented episodes, the amount of stolen funds was UAH 5.4 mln (USD 129 000).
According to the investigation, the organizer of the scheme is the head of the quality control group of one of the military representative offices of the Ministry of Defense in the western region of Ukraine.
He involved the head of a local enterprise that had received an order to repair armoured personnel carriers. Under the agreement, the contractors undertook to restore combat capability of the APCs for further use on the front line.
The military official was supposed to check the technical condition of the repaired equipment. However, he turned a blind eye to the fact that the contractors only carried out 'superficial cosmetic' work, and the armoured vehicles remained unsuitable for combat use.
Despite the shortcomings, the official signed the certificate of completion, which became the basis for allocating budget funds to the contractors.
An engineering and technical forensic examination confirmed the poor technical condition of the armoured personnel carriers.
The MoD official is currently suspected of crime under Article 425.4 of the CCU (negligence in military service, committed under martial law).
The decision on additional charges under Article 191 of the CCU (misappropriation, embezzlement or acquisition of property through abuse of office) and bringing all participants in the scheme to justice is pending.
The suspects face up to 8 years in prison.
The investigation is carried out jointly with the National Police under the procedural supervision of Lviv Specialized Prosecutor's Office for the Western Region.
