Norway Joins the Tallinn Mechanism to Support Ukraine's Cyber Resilience

Norway has become the 12th country to join the Tallinn Mechanism — an international initiative that helps Ukraine strengthen its cybersecurity. The official announcement was made during the Ukraine Recovery Conference.

As part of this partnership, Norway plans to allocate over UAH 100 million (NOK 25 million) in 2025 to support projects that aim to improve the cyber resilience of Ukraine's civilian and critical infrastructure.

"Norway's accession to the Tallinn Mechanism is a powerful political gesture of support for Ukraine and a signal of the democratic world's continued readiness to consolidate efforts in countering cyber threats and strengthening the global cybersecurity architecture," - Anton Demokhin, the Deputy Foreign Minister, Chief Digital Transformation Officer emphasized.

"Ukraine demonstrates an impressive ability to defend itself against Russian cyberattacks targeting civilian critical infrastructure, government institutions, and businesses. The Tallinn Mechanism is the leading international tool for enabling Ukraine to defend against these attacks and build long-term digital resilience. The Norwegian government has now allocated NOK 25 million annually from the civilian component of the Nansen Program. This support is long-term and scalable," said Minister of Foreign Affairs of Norway Espen Barth Eide.

Norway was officially accepted as a member of the Tallinn Mechanism on July 2. Prior to that, the country participated in the initiative as an observer.

"Supporting Ukraine's cyber resilience is important not only for us, but for the whole of Europe. The world's first cyber war is currently underway, and our country is at the centre of these events. To remain effective, Ukraine needs the help of its partners. We sincerely thank our Norwegian colleagues for their willingness to join forces within the Tallinn Mechanism for a secure digital future," mentioned Valeriya Ionan, Advisor to the Vice Prime Minister — Minister of Digital Transformation of Ukraine on Innovations, Digitalisation, and Global Partnerships.

Background: Launched in 2023, the Tallinn Mechanism is a key tool for international technical assistance in the field of cybersecurity. Current member countries include: Canada, Denmark, Estonia, France, Germany, Italy, the Netherlands, Poland, Sweden, the United Kingdom, the United States — and now, Norway. The EU, NATO, and the World Bank participate as official observers.

Activities in Ukraine are supported by the Tallinn Mechanism Project Office (TMPO), based in Kyiv and funded by the Estonian Centre for International Development and EU CyberNet.
