SSU and National Police detain 21 organizers of mobilization evasion schemes

The SSU and the National Police have shut down six new schemes for evading mobilization in several regions of Ukraine. 21 organizers have been detained.

Among those involved are the head of a medical institution of Kyiv Region Council, directors of secondary schools and doctors of various specialties.

For sums ranging from USD 2,500 to 15,000, they arranged 'reservations' for conscripts through fictitious employment, prepared fake medical certificates of 'unfitness for service' and helped them to leave illegally for EU states.

In Kyiv region, the director of a medical college of Kyiv Region Council was detained for taking bribes for producing documents of unfitness for service, including fake disability certificates.

To prepare forged medical certificates, the official used his personal connections among members of the military medical commission.

In Chernihiv region, a local businessman has received a notice of suspicion: he fictitiously employed men of conscription age in local high schools. This gave them the right to defer mobilization.

To do this, the individual in question enlisted the help of five heads of educational institutions, who, for a 'percentage', hired employees who did not actually show up at the educational institutions. All the perpetrators have been detained by the law enforcement.

In Khmelnytskyi, a businesswoman was detained for selling over 100 fake documents certifying unfitness for service due to 'chronic illnesses'.

She involved four doctors she knew to make the forgeries: a rheumatologist, an ophthalmologist, an orthopedic surgeon and a urologist.

In Odesa region, a criminal group was detained: they were smuggling conscripts to the unrecognized Transnistria. From there, the draft dodgers hoped to leave for EU countries.

The law enforcement blocked the illegal trafficking at an early stage and detained its organizers - three Vinnytsia residents aged 19 to 24.

In Prykarpattia, three residents of Ivano-Frankivsk and Zakarpattia regions were apprehended for offering clients 'migration' to a neighbouring country by swimming across the border river.

In Zhytomyr region, four suspects have been charged. Two of them are local dealers who traded fake disability certificates. The other two are a draft dodger who used the 'service' and a neurologist who forged medical documents.

All those detained have been notified of suspicion, according to actions each of them committed, under several Articles of the CCU:

  • 114-1.1 (obstruction of the AFU's lawful activities during a special period);
  • 332.3 (illegal transportation of persons across the state border of Ukraine);
  • 368.1 (acceptance of a proposal, promise or receipt of unlawful benefits by an official);
  • 366.1 (forgery in office);
  • 354.1 (bribery of an employee of an enterprise, institution or organization);
  • 362.3 (unauthorized actions with information processed in electronic computers, automated systems, computer networks);
  • 369-2.3 (abuse of influence).

The suspects face up to 9 years in prison with confiscation of property.

The operational and investigative measures were carried out by the SSU regional offices together with the State Border Guard Service and the National Police under the procedural supervision of Prosecutor's Offices.
