SSU and National Police detain another 14 organizers of mobilization evasion schemes

The Security Service and National Police have dismantled eight new schemes for evading mobilization in several regions of Ukraine. 14 organizers of the schemes have been detained.

They sold 'services' to evade conscription using forged documents or escaping abroad outside checkpoints.

In Kirovohrad region, the CEO of a private hospital and the deputy head of an emergency medical centre were detained for making fake medical certificates of unfitness for service due to poor health.

To falsify medical histories, the perpetrators used real test results of other patients.

In Kyiv region, the deputy commander of a military unit and his driver were detained for trading in rear positions. For money, they offered military personnel transfers to units far from the front line.

In Cherkasy region, two more organizers of draft dodging schemes were detained. They turned out to be a nurse at a private hospital and a former secretary of a medical advisory commission, who is already suspected of document forgery.

The group sold certificates of disability for their clients' relatives. Using the forged documents, the draft evaders hoped to leave Ukraine as 'caregivers'.

In Zakarpattia, four dealers were apprehended for selling escape routes to the EU through the forest, bypassing checkpoints.

In Ivano-Frankivsk region, a local unemployed man received a notice of suspicion for operating a similar scheme, smuggling draft evaders abroad via mountain trails.

In Lviv region, the law enforcement detained a local dealer who promised draft dodgers 'transfer' to the EU outside checkpoints for USD 8,000. The arrest took place after the suspect received money from a man for organizing his escape abroad.

The detained individuals have been notified of suspicion under several Articles of the CCU, according to the actions each of them committed:

  • 332.3 (illegal transportation of persons across the state border of Ukraine);
  • 368.3 (acceptance of an offer, promise or receipt of unlawful benefits by an official);
  • 369-2.3 (abuse of influence).

The suspects face up to 10 years in prison with confiscation of property.

The operations were carried out by the SSU regional offices under procedural supervision of Prosecutor's Offices.
