SSU and National Police uncover dealers who sold fake apps Reserve+ and Dіia to draft dodgers for 'problem-free' checks

Cyber units of the Security Service have dismantled a large-scale mobilization evasion scheme in Cherkasy, Kyiv and Zhytomyr regions.

As a result of the operation, a criminal group that sold fake apps Dіia and Reserve+ as well as forged documents to draft evaders has been neutralized.

The crime ring offered fake IDs of persons liable for military service, certificates of Military Medical Commissions and reservation.

According to the investigation, five individuals acting in a criminal group organized the scheme.

Two of them are students at a higher education institution in Zhytomyr who created 'clones' of Diia and Reserve+ mobile apps.

The fraudsters entered personal data into the electronic accounts of conscripts to mislead the personnel of Territorial Recruitment Centers during document checks.

The perpetrators sold their 'phone apps' through specially designed Telegram bots.

Three other individuals involved are residents of Cherkasy region: they traded in the fake apps and forged documents for draft dodgers.

To produce the fakes, they set up an underground printing press on the premises of a private car repair shop. The cost of each forgery was up to USD 6,500 per evader.

Fictitious medical examination reports, forged seals, as well as mobile phones, computer equipment and other equipment used by the criminal groups were found during searches of the suspects' homes.

Based on the evidence, one of the organizers of the scheme has been notified of suspicion under two Articles of the CCU:

  • 114-1.1 (obstruction of the lawful activities of the AFU);
  • 358.3 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps, committed by a group, upon prior conspiracy).

Efforts are underway to bring all those involved to justice.

The perpetrators face up to 8 years in prison with confiscation of property.

The operation was carried out by the SSU Offices in Cherkasy and Zhytomyr regions in cooperation with the National Police under the procedural supervision of the regional Prosecutor's Office.
