Estonia contributes €400 000 for rebuilding Ukraine's energy infrastructure
Republic of Estonia - Ministry of Foreign Affairs
11.06.2024
Today 11 June, Undersecretary for Economic and Development Affairs Mariin Ratnik attended a meeting of the G7+ Ukraine Energy Coordination Group in Berlin as part of a Ukraine reconstruction conference, and announced that Estonia would contribute €400 000 to the Ukraine Energy Support Fund.
"The goal of Russia's attacks is obvious: knocking out the energy infrastructure is an attempt to destroy the operation of Ukraine's economy and society. Russia's energy terror is forcing Ukraine's companies and households to restrict their energy consumption, as the energy system would not manage otherwise," Undersecretary Ratnik said.
"Under these conditions, it is crucial for the international community to offer quick and coordinated support to help restore Ukraine's energy infrastructure. Considering the drastically deteriorated state of Ukraine's energy sector, the Ministry of Foreign Affairs has decided to allocate €400 000 to the Ukraine Energy Support Fund," Ratnik said. "This will help Ukraine fund the reconstruction of its energy system and become better prepared for next winter," she noted. The sum is allocated from the development cooperation instruments of the Ministry of Foreign Affairs.
By now, Ukraine has lost more than 50% of its energy production capacity and this year, Russia's attacks have disabled more than 9 gigawatts worth of energy production. Almost all thermoelectric power plants have been damaged and some have been destroyed completely, causing damages to the energy system worth more than €1 billion. The situation is particularly critical in Kharkiv and Kyiv.
Estonia has supported Ukraine's energy infrastructure since Russia began attacking energy sites in the autumn of 2022. The Ministry of Foreign Affairs has cooperated with Estonian energy companies and the Ministry of Climate to send generators, more than 60 different transformers, including power transformers, and other energy equipment to Ukraine. Cooperation continues on potential future contributions.
The Ukraine Energy Support Fund was established by the European Commission and Ukraine's Ministry of Energy, and it is managed by the international organisation Energy Community. The aim of the fund is to finance the urgent needs of Ukraine's energy companies, such as buying spare parts, obtaining fuel supplies, commissioning repair works etc. Governments, international organisations, companies and other actors can contribute to the fund. With the contribution made in late 2023, the Ministry of Foreign Affairs has allocated €450 000 to the fund so far.
Since Russia is continuing its attacks on Ukraine's energy sites, which is a violation of international law, Estonia calls on all countries and organisations to contribute to the Ukraine Energy Support Fund.
