Comment by Foreign Ministry Spokeswoman Maria Zakharova on the regular report by the Human Rights Monitoring Mission in Ukraine

We were perplexed by the regular report by the Human Rights Monitoring Mission in Ukraine (HRMMU) that is entitled "Situation of human rights in Ukraine in the context of the armed attack by the Russian Federation."

We believe the drafting of this document is beyond the HRMMU's mandate because neither the UN Human Rights Council, nor the UN General Assembly instructed this monitoring mission to report on this issue. We consider untenable its references to the resolutions adopted by the HRC and the UN General Assembly at the prompting of Kiev and its Western patrons to justify this "study."

We would like to remind our readers that the HRMMU was established in 2014 on the basis of a bilateral memorandum of understanding between Kiev and the UN High Commissioner on Human Rights with a view to helping Ukraine resolve its human rights issues. However, during its eight-year presence in Ukraine, this mission has focused on justifying Kiev's punitive actions and glaring violations of the human rights of the people in southeast Ukraine.

The theme and content of yet another HRMMU "study" dots all the i's and crosses all the t's. It is obvious that its experts are acting in favour of their financial and political supporters and are therefore not interested in revealing the real reasons behind the crude and extensive human rights violations in Ukraine.

Despite the enormous volume of photo and video evidence, and documented testimonies of the victims and eye witnesses to the atrocities committed by the Kiev regime, and the nationalist battalions under its command, against civilians, the HRMMU's reluctance to give a clear-cut and objective assessment of the events in Ukraine not only undermines trust in this mechanism but it also discredits the work of the United Nations as a whole.

In this context, we once again demand that the UN High Commissioner for Human Rights and her office give up their biased and politicised approaches to their activities and fulfil their mandate honestly and without bias, and strictly follow the letter and spirit of the UN Charter.
