Donetsk, Lugansk alliance parliament ratifies Union of People's Republics' constitution
26 June 2014, 15:51 -- The Parliament of the alliance of the self-proclaimed Donetsk and Lugansk People's Republics unanimously ratified a constitutional act proclaiming the creation of the Union of People's Republics (UPR). Earlier the constitution had been ratified by the respective parliaments of both republics.
According to its Constitution, the UPR is a 'democratic, confederative, rule-of-law state' that acknowledges and protects equal rights for its citizens. The UPR is declared a nuclear-free zone and, according to its Constitution, any state could apply for membership.
Donetsk to see first parliamentary session of Federal State of Novorossiya
The first parliamentary session of the Federal State of Novorossiya is to be opened on Thursday in the city of Donetsk, RIA Novosti said, citing the Donetsk People's Republic (DNR) press service . 'The parliamentarians are to discuss the ratification of a constitutional act that stipulates the creation of the Federal State of Novorossiya,' the source said.
The parliamentarians are also to choose a governing body for Parliament – its chairman and deputy chairmen. The Parliament of the Federal State of Novorossiya will be made up of 60 deputies – half from the DNR and half from the Lugansk People's Republic.
The Donetsk and Lugansk areas, which didn't recognize the legitimacy of the winter coup, held referendums on the regions' status on May 11. An estimated 90 percent of electors voted for the regions' independence. The both republics are forming their own governing bodies, security agencies and legislative bases.
