Revised draft resolution on Ukraine submitted to UN – Russian Foreign Ministry

19 June 2014, 19:54 -- Russia has submitted a revised draft resolution on Ukraine to the UN Security Council, TASS cites Russia's high-ranking diplomat has as saying.

The document includes references that prove the Security Council's commitment to Ukraine's sovereignty and territorial integrity, the Russian Foreign Ministry spokesman, Alexander Lukashevich said on Thursday.

Russia calls on the UN Security Council members to support Russia's draft resolution on Ukraine and prove the commitment to the resolution of the crisis, he said.

"Amid escalating the armed conflict and the serious humanitarian situation in Ukraine's southeast Russia submitted the revised draft resolution on Ukraine to the UN Security Council on June 16. Our initiative is aimed at immediately terminating violence that lead to numerous losses of lives. Women, children and old men mostly affect the consequences of the conflict. The provisions of our draft resolution are related to political and humanitarian aspects," Lukashevich said.

"We took into account the comments by many members of the UN Security Council. We made certain amendments to the activity of the OSCE, including references on the UN Security Council's commitment to Ukraine's sovereignty and territorial integrity," he said.

"We stress the need to immediately terminate the armed actions and organize humanitarian corridors for the safe evacuation of civilians and the delivery of humanitarian aid," he said.

Russia voices concern over Ukraine's use of inhumane arms, including phosphorous bombs and unguided artillery shells. "The Ukrainian government bears major responsibility for security of the population," Lukashevich said.

"We denounce illegal detentions of the OSCE Special Monitoring Mission officials and journalists, who work in Ukraine. We support the implementation of the Geneva statement on Ukraine and the OSCE 'roadmap'," he said.

Russia expresses bewilderment over the West's different attempts to hamper the work on the Russian draft resolution, Lukashevich said.

"The Russian draft resolution opens a possibility for launching the political resolution of the crisis in Ukraine through national dialogue and the constitutional reform," he said.

Moscow expects Ukraine to give up unilateral border's demarcation idea - Russian FM

Russia sees the Ukrainian authorities' decision to hold unilateral demarcation of the Ukrainian-Russian border as nil and void and hopes that Kiev will abandon this idea, Russian Foreign Ministry spokesman Alexander Lukashevich said.

'Consistent with international practice, demarcation of state borders is a reciprocal process between neighboring countries. Therefore, unilateral demarcation cannot be legally binding for the other side,' he told a press briefing in Moscow. 'We expect the Ukrainian authorities to abstain from practical steps towards unilateral border demarcation in violation of international commitments,' he stressed.

A joint demarcation commission was set up in line with the Russian-Ukrainian agreement of May 17, 2010, the diplomat said. 'We presume that Ukraine has committed to demarcate the border within the framework of that mechanism,' he said. 'Russian members of the commission have invariably demonstrated their readiness for the dialogue and joint work. Commission members visited Kiev but, unfortunately, failed to hold full-value negotiations through the fault of the Ukrainian side,' Lukashevich added.

Moscow is perplexed with the position of some Western nations, members of the UN Security Council, who are trying to slow down work on the Russian draft resolution on Ukraine, Russian Foreign Ministry spokesman Alexander Lukashevich said.

'We are confused with the fact that many Western members of the [UN] Security Council are seeking pretexts to maximally slow down the work on the Russian draft, which actually gives a real chance to launch the process of Ukrainian settlement with political methods,' he told a press briefing in Moscow on Thursday.

'We call on UN Security Council members to support the Russian draft and thereby prove their adherence to the peaceful settlement of the Ukrainian crisis,' the diplomat pointed out. Russia has submitted an updated draft resolution on Ukraine to the UN Security Council, Lukashevich said, adding that the draft included many ideas of other UN Security Council members. 'We have made some adjustments concerning the area of OSCE operations, among them references which confirm the UN Security Council adherence to the sovereignty, independence and territorial integrity of Ukraine,' the diplomat said. 'The text contains provisions which declare the need for the immediate end of combat operations, the opening of humanitarian corridors for the safe evacuation of civilians and the unhampered delivery of humanitarian aid,' he said.

'We also added [a provision], which expressed concern about the use of inhumane weapons, such as phosphorous bombs and unguided artillery projectiles, by the Ukrainian army,' Lukashevich said.
