Kiev explores possible military emergency for Donetsk, Lugansk regions

4 June 2014, 09:23 -- Acting Ukrainian President Alexandr Turchinov asked the Secretary of the National Security and Defense Council to explore the possibility of announcing the state of military emergency in the Donetsk and Lugansk regions, according to the respective document published on the President's official website Tuesday.

'Once the issue has been worked through, relevant proposals on introducing the state of military emergency in the respective regions of Ukraine are to be introduced,' the document reads.

The question will be examined by the Secretary of the Ukrainian National Security and Defense Council together with the Ministry of Defense, the Ministry of Internal Affairs, the Security Service of Ukraine and the Border Control officials.

The need for military emergency is explained as a measure 'to prevent further escalation and to put an end to the armed conflict on the territory of Ukraine, avoiding unprecedented civilian casualties, as well as losses of military personnel and law enforcement agencies, to provide stability and restore the normal daily lives in the respective regions of the country.'

Starting from mid-April, Kiev authorities have been conducting a special military operation in the east of Ukraine to suppress the pro-federalization protest movement.

The movement was brought on by a coup-like regime change on February 22, after days of deadly clashes in central Kiev.

Military activities were halted during the May 25 presidential elections, only to resume the next day.

Moscow has repeatedly called on Kiev to stop this punitive operation, which has already led to dozens of victims.

On June 3 Russia submitted a draft resolution to the UN Security Council urging to stop violence in the east of Ukraine and asking to allow the civilians to leave the territory of the military operation.
