Russia has said Ukraine's failure to jump-start the national reconciliation process is in violation of the April 17 Geneva agreement.

Addressing a briefing, Russia's Foreign Ministry spokesman Aleksandr Lukashevich said Thursday that Ukraine's interim authorities are not carrying out any practical measures in the direction of launching the constitutional process in all the regions.

He also said Ukraine's unwillingness to begin the actual national peace process will lead to the flourishing radical groups, such as the Right Sector.

The Foreign Ministry spokesman also slammed the Organization for the Security and Cooperation in Europe(OSCE) for not recognizing Sunday's referendums in two eastern regions of Donetsk and Lugansk.

Ukraine's interim authorities are holding "national unity" talks without leaders from the breakaway eastern regions of Donetsk and Lugansk.

The Ukrainian interim government said only groups with 'legitimate political goals' would be welcomed to the negotiations.

On Tuesday, seven Ukrainian soldiers and one pro-Russia protester were killed in clashes in the eastern city of Donetsk.

The Donetsk region together with Lugansk declared independence on May 12 following local referendums, in which the regions' residents voted overwhelmingly in favor of independence from Kiev.

The referendums echoed a March vote in Crimea that led to the reunification of the peninsula with the Russian Federation. Nearly 97 percent of participants in Crimea's referendum voted for rejoining Russia.
