25 March 2014, 04:10 -- Oleksandr Turchynov, the Verkhovna Rada Speaker and acting president of Ukraine, appointed by Verkhovna Rada signed a decree on the withdrawal of Ukrainian troops from the Crimea and Sevastopol. Meanwhile, in Crimea a temporary working committee was formed in order to address the issue of returning to the republic from the territory of Ukraine military personnel and prisoners.

"Enact the decision of the National Security and Defense Council on 23 March 2014 "On the redeployment of military units (divisions), institutions and organizations of the Armed Forces of Ukraine and other military formations" from the Crimea into other regions of Ukraine, states in the decree. As the press service of the president announced, to monitor the implementation of decisions was entrusted to the National Security Council, and on acting Security Council Secretary.

Meanwhile, in Crimea a temporary working committee was formed in order to address the issue of returning to the republic from the territory of Ukraine military personnel and prisoners. The decision to establish a special commission was made on Monday by the Presidium of the State Council (Parliament) of the Crimea.

"We are talking about the soldiers who were called from the Crimea and are serving outside the peninsula. This process can also affect individuals who have previously lived in the Republic of Crimea, and are now contained in prisons in Ukraine", said the head a commission Svetlana Savchenko, Member of the Presidium of the State Council.

According to her, the problem is complicated as "it's unclear with whom to negotiate" in Ukraine. Crimean parliament speaker Vladimir Konstantinov, in turn, noted that the Ministry of Defense would be engaged in negotiation, and the goal of the Crimean Commission is to gather information about the fate of the inhabitants of the peninsula. " There are people with whom to negotiate, and there is a group of negotiators created by the Russian Defense Ministry. We have discussed this issue with the head of the Ministry Sergei Shoigu" said Konstantinov.

Crimean gov't is working with Ukrainian military calmly, observe human rights - Naryshkin

The government of the Republic of Crimea is working peacefully with the Ukrainian troops who remain on the territory of Crimea, Russian State Duma Speaker Sergei Naryshkin said.

"The government of the Republic of Crimea is working with the Ukrainian troops peacefully, observing human rights," Naryshkin told reporters on Wednesday. Naryshkin also said he regrets yesterday's provocation in Crimea.

"The first shots have been fired on the territory of the peninsula. This provocation is very similar to the provocations on the Maidan. It's another dirty story with snipers," he said.
